“ KULANG-KULANG NA PAMAMAHALA, TAO ANG KAWAWA !” DAPAT TAO MUNA !
Sa ika-65 taon ng UDHR at ika-20 taon ng Vienna Declaration and Plan of Action on Human Rights, marami at naging makabuluhan pagtangkilik at proteksyon ang natamo na para sa Karapatang Pantao sa buong mundo. Subalit sa kabila ng mga tagumpay, marami at mabigat pa rin ang pangangailangan sa patuloy na pagsulong ng mga Karapatan kasabay ng mga makabagong hamon.
Kasama sa mga matinding hamon para sa Pilipinas ay ang climate change o pagbabago sa klima ng mundo bunga ng hindi makataong mga polisiya at programa ng mga bansa at ng mga pamahalaan sa pag-unlad – tulad ng agresibo at abusadong industrialisasyon, pagmimina, pag-sira sa ating mga kagubatan, atbp. Isa pang mabigat na hamon ay ang pamamahala na hindi nakabatay sa karapatang-pantao (rights-based governance) kung kaya’t kulang-kulang at hindi komprehensibo ang pagtugon sa ating mga karapatan. Hinamon ng 1993 Vienna Declaration and Programme of Action, aang lahat ng bansa na magpatupad ng national human rights action plan. Sampung taong nakalipas, wala pa rin nito sa Pilipinas.
Para sa December 10 International HR Day, makiki-isa tayo para sa mga naging biktima at nakaligtas sa trahedyang “Yolanda”, sa lindol sa Bohol, sa Zamboanga Siege at iba pang mga hagupit ng tao at kalikasan.
Maki-isa tayo sa mga naging biktima ng kalupitan ng tao at sa mga kakulangan ng pamahalaan.
1. Dapat TAO Muna! Dahil ang TAO ang sentrong dahilan at layunin ng pamahalaan at pamamahala, lalo na sa panahon ng krisis sanhi man ng tao o ng kalikasan. Ang dignidad at naka-ugat na mga karapatang pantao ay dapat laging itaguyod, ipagtanggol at pangalagaaan. Ang bawat bulnerableng tao lalo na ang mga kabataan at mga kababaihan ay unahin at masinsing paglingkuran ayon sa pangangailangan.
2. Dapat TAO Muna! Dahil obligasyon ng pamahalaan na palahukin ang pinakamalawak na bilang ng mga mamamayan – katuwangin ang civil society at non-government organizations – sa pagkaroon ng malawak na konsultasyon sa pagpapasinop sa komprehensibong pagtugon sa kabuoang pangangailangan ng mga mga biktima at mga nakaligtas mula sa mga natural at gawang-taong kalamidad.
Dapat maging bukas ang pamahalaan sa pagtugon sa mga pagsubaybay at mekanismo ng paniningil ng mga mamamayan hinggil sa equitableng paglagak ng pinansya, tulong sa mga biktima at hustisya. Walang isa man ang dapat malimutan.
3. Dapat TAO Muna! Ang mga polisya at programang pangkaunlaran ay dapat sumusunod sa pamantayan ng karapatang pantao at sa pag-unlad ng tao lalo na ng bulnerableng sector at hindi para sa bulsa o kapangyarihan ng i-ilan.
4. Dapat TAO Muna! Magkaroon at isapubliko ang Human Rights Action Plan. Dapat din nitong lamanin ang mga komprehensibong pagtugon sa mga natural at gawang-taong kalamidad na base sa mga prinsipyo ng karapatang pantao.

The Alyansa Tigil Mina was born out of the collective concern of Non-Government Organizations, People’s Organizations and other Civil Society Groups against the impending threat of the revitalization of the mining industry in the Philippines. In mid-2004, NGOs/ POs, decided to disengage from a series of consultations convened by the DENR regarding the revitalization of the mining industry.
HRDP was born-out from the series of campaigns of civil society organizations against the rising phenomenon of extra-judicial killings of human rights workers and activists in Philippines in 2006. This was highlighted with the official visit of the UN Special Rapporteur onSummary Execution Prof. Phillip Alston in March 2007; and, its subsequent report and recommendations on the Philippines at the UN Human Rights Council.

Based on the talks and results of the two previous forums, objective of the Red-Baiting Forum 2013 is to bring together Philippinestate actors, international actors and national/international CSOs/NGOs to gather ideas and recommendations on a “Guideline to AFP ground line personnel on the prevention of Red-Baiting/Red-Labeling of HRDs and/or their legal organizations in conflict and non-conflict situations”.
Red-Baiting in the Philippines can be described as a political strategy to accuse, denounce and persecute individuals and groups as members of communist organizations like the CPP-NDF-NPA in order to obstruct their work. The most forceful and extreme examples of Red-Baiting related violations of human rights are enforced disappearances, torture and extralegal killings.

Among the victims of Red-Baiting, human rights defenders are particularly endangered. They become victims of physical and legal harassments because of their peaceful engagement in their demand for human rights. Therefore it is the responsibility of the Philippine state to particularly take measures to protect human rights defenders and provide a situation in which they can peacefully strive for their rights without any kind of repressions.

EU urged to pass law ensuring HR compliance of European firms’ supply chain
NGOs say new legislation can aid in ending “natural resource trade fueling conflict”
A group of 58 non-government organizations from different parts of the world urged the European Commission to pass a “strong and effective” legislation that will “prevent European businesses [from] fueling conflict and human rights abuses through their purchases of natural resources” which include gold, tin, diamonds among others.
In a joint position paper, Breaking the links between natural resources and conflict: The case forEU regulation published on September 16, the group of civil society organizations laid down key factors that an EU regulation should have in order to ensure that businesses operating within EU’s jurisdiction, targeting mainly European firms’ supply chain, “are not causing or contributing to human rights abuses, directly or indirectly.”
Trade in natural resources mainly minerals and precious stones, according to the group, “has played a central role in funding and fuelling some of the world’s most brutal conflicts” that continue to impact on the daily lives of people in resource rich countries namely Congo, Colombia, Burma, Zimbabwe and the Central African Republic, “where violence is a major obstacle to development.”
As the Commission is expected to publish draft legislation by the end of 2013, the group of NGOs called on the EU to not miss the opportunity to “require EU-based companies to carry out supply chain checks that meet international due diligence standards developed by the Organization for Economic Cooperation and Development (OECD).”
The group underlined that the EU, being the world’s largest trading bloc, is in a good position “to influence global supply chains and promote transparent and responsible sourcing in other jurisdictions.” They argued that doing due diligence will also benefit European businesses by ensuring that companies are not funding wars and will allow trade to continue but not at the expense of gross human rights violations.
The group recommends that the Commission’s draft legislation:
· Applies to all natural resources originating in any conflict-affected and high-risk area;
· Is based on relevant international instruments, including the International Bill of Human Rights, the UN Guiding Principles on Business and Human Rights and the OECD Due Diligence Guidance for Conflict-Affected and High-Risk Areas;
· Takes a risk-based approach that considers impacts on individuals and communities;
· Complements existing EU initiatives and legislation to promote transparency and sustainable development and forms part of a comprehensive approach to prevent environmental destruction, reinforce governance and encourage security sector and mining reform in natural resource-rich developing countries.

The http://www.MD4HR.net is an online database of public health doctors like the City and Municipal Health Officers (C/MHO), Rural Health Physicians (RHP), Doctors to the Barrios (DTTB), Medical Officers, Medico-Legal Officers, Emergency Physicians and the Commission on Human Rights (CHR) Forensic doctors and Philippine National Police (PNP) doctors trained through the initiative of the Medical Action Group, Inc. (MAG) as part of its campaign against torture in the Philippines.
The purpose of http://www.MD4HR.net is to increase public awareness and access to the doctors trained on various human rights concepts, medical and psychological examination of torture victims, sexually-abused and survivors through an online interactive map.
Another aim of http://www.MD4HR.net is to offer a venue for reporting of human rights violation cases like torture and sexual assault as well as the list of the Department of Health (DOH) Retained Hospitals and Women and Children Protection Units in the Philippines.

Government keeps denying the existence of political prisoners. We need to assert the truth! Join us in a call to #FREEOURDEFENDERS! Free all political prisoners!
In previous statement, PNoy’s spokesperson Lacierda declared that ‘We have no political prisoners.’ Then the Department of Justice (DOJ) failed to deliver Government’s commitment to look into the plight of all victims of political incarceration as a result of the hunger strike more than one year ago. There’s unconfirmed information that the existing mechanism for the release of alleged political offenders (PCBREP) is to be dissolved by the government. If this information is true then the Aquino Government has no intention to release political prisoners through executive action.
While the general public and even most advocates are not aware of the situation and continuing violation of political incarceration and criminalization of political offense, these violations are used to attack freedom of belief and even human rights defenders.
The #FREEOURDEFENDERS campaign refers to detained human rights defenders and defenders of peoples’ issues and struggles or Political Prisoners as we call them.
The public should be informed about cases like Juanito “Nitoy” Itaas, a long-held political prisoner and Cocoy Tulawie, detained human rights defender among many others. Both are working for the defense of peoples’ issues and human rights. Accused with trumped up criminal charges, they are among the more than 300 victims of political incarceration languishing in jails nationwide.
The #FREEOURDEFENDERS campaign demands that the PNoy Government must:
1. Free all political prisoners
2. Look into the plight of victims of political incarceration
3. Protect human rights defenders
4. Respect freedom of political belief, freedom of expression, opinion and association
5. Stop criminalization of political offense
They are jailed for our struggles… we must claim their freedom now!
