[Announcement] Serbisyong pangkalusugan sa panahon ng COVID-19 -PMPI

Sa mga mahal po naming mga kababayan,

Ang PMPI (Philippine-Misereor Partnesrship, Inc), isang network ng mga 250 CSO (civil society organization) ay magbibigay po ng serbisyong pangkalusugan sa mga komunidad na sakop ng ating network.

Dahil sa katangian ng kinakaharap nating situwasyon, ang serbisyo po ay sa pamamagitan ng cell phone at ibang paraang online gamit ang social media (katulad ng Messenger, Facebook, Viber, o website).

Katuwang po natin sa serbisyong ito ang dalawa nating CSO – INAM Philippines (Integrative Medicine for Alternative Healthcare Systems [INAM] Philippines, Inc) at MAG (Medical Action Group, Inc).

INAM PHILIPPINES
Ang INAM Philippines po, sa pamamagitan ng ilang boluntaryong doktor at integrative medicine practitioner ay magbibigay ng direktang konsultasyon online o sa cell phone. Nasa ibaba po ang mga pangalan ng mga boluntaryo, at ng serbisyong puede nilang ibigay, iskedyul ng konsultasyon, at paraan ng pagkontak sa kanila.

May ilang datos lang po na hihingin ang mga boluntaryong manggagamot para sa ating rekord. Dito po ay hinihingi na namin ang inyong pahintulot na maisama ang mga datos ninyo sa aming rekord (Ito po ay bilang pagsunod sa ating Data Privacy Law). Wala naman pong problema kung hindi kayo magbigay ng datos (o ilang datos) kung hindi kayo sang-ayong magbigay. Patuloy pa rin po kayong pagsisilbihan ng mga boluntaryong manggagamot. Ang ilan pong mga datos ay gagamitin para sa statistics (o sa pagbibilang ng mga pasyente, edad nila, diagnosis, at iba pa) sa ating dokumentasyon at report.

4. Tirahan [hindi po eksakto, puede na po ang bayan o distrito; halimbawa Taytay o Tondo)

Ang MAG ay nagbibigay din po ng serbisyo ng kanilang mga volunteer na doctor, psychologist, psychiatrist, neurologist, internist, pediatrician, at iba pang espesyalistang doktor.

PMPI
Ang PMPI po ay may mga boluntaryo rin, na karamihan ay mga psychosocial counsellor (nagbibigay ng payo sa inyong mga alalahanin). Katulad po ng sa INAM (sa itaas) ang pagtrato natin sa mga datos. Nasa ibaba rin po ang lista ng mga boluntaryo ng PMPI, at ng serbisyong pwede nilang ibigay, iskedyul ng konsultasyon, at paraan ng pagkontak sa kanila.

Sana po ay mapangibabawan natin ang COVID sa lalong madaling panahon. Patuloy po nating payo sa ating lahat ang physical distancing (1 dipa ang layo sa ibang tao), handwashing, disinfection ng mga doorknob at ibang parating hinahawakan, at pagpapalakas ng resistensiya (8 oras na tulog, libangan, masustansiyang pagkain).

Introduction to the Global NGO Masters Program

Global NGO Master‘s Program (GNMP) is a fully-funded scholarship program. The May 18Memorial Foundation and the May 18 Institute at Chonnam University offer a master’s program for Global NGO activists with a full scholarship. The GNMP welcomes individuals who are passionately engaged with human rights, democracy, and peace and are eager to become professional NGO workers and leaders.

Being launched in 2016 as a theoretical and practical educational platform for NGO activists, the program aims to educate global NGO workers who work in the fields of social enterprises, international relations, social services, and advocacy and volunteer organizations in the world. We encourage anyone with the passion to bring positive changes to their societies through human rights activism, democratization, local community development, building solidarity across borders, and humanitarian acts.

The selected candidate will work in close coordination with the Protection Coordinators for Asia, and will also provide administrative support to other relevant staff across other programme areas in relation to our work in the region, as required. The fellowship will be for nine months and based in Front Line Defenders’ office in Blackrock, Co. Dublin, Ireland.

The fellowship is designed to provide practical work experience in an international non-governmental organisation to recent graduates seeking a career in human rights. The fellow will learn about Human Rights Defenders; the UN Declaration on Human Rights Defenders; the mandate of the UN Special Rapporteur; the role of Front Line Defenders and other national and international organisations in the support and protection of human rights defenders; the specific situation and challenges facing human rights defenders in the region and advocacy at the EU level. They will be expected to fulfil administrative tasks as directed and to participate in induction, periodic reviews, weekly team and case meetings, and relevant out-of-hours events.

The successful candidate will be able to draft well and have good analytical skills. They will have some knowledge of the UN system, the EU system and international and human rights law. They will have some knowledge of the UN system and international and human rights law.

They will be able to work on own initiative and as a member of a team. They will have good oral and written communication skills and be computer literate. They will be flexible, have good interpersonal skills, good stress management skills and be cooperative. An ability to multitask and prioritize is a must. Previous work experience with organisations working in the field of human rights is desirable.

Basic terms of reference:

  • Provide support to the Protection Coordinators working on Asia, including dealing with queries and correspondence with human rights defenders;
  • Input HRD-related information on the Front Line Defenders’ database;
  • Undertake research on human rights defenders in countries in the region;
  • Compile and draft as requested briefings, country summaries, input to reports, urgent appeals, or other materials;
  • Support follow-up on cases taken up by Front Line Defenders;
  • Provide administrative support to staff across other programme areas in relation to activities carried out in the region, including in particular in the organisation of and follow-up on trainings;
  • Carry out administrative tasks as requested, including the taking of minutes in meetings;
  • Work on other specific projects and tasks relating to human rights defenders as requested.
  • Provide flexible support to the Rest and Respite programme, including, but not limited to, accompanying human rights defenders to events and translating where relevant.

Focus on the Global South is a non-governmental organization with offices in Thailand, Cambodia, the Philippines, and India. Focus combines policy research, advocacy, activism, and grassroots capacity building in order to generate critical analysis and debates among social movements, civil society organizations, elected officials, government functionaries, and the general public on national and international policies related to corporate-led globalization, neoliberalism, and democratisation. Focus works at multiple levels (local to international) and with a wide array of partners.

Focus is currently seeking to fill the positions of Regional Program Coordinator (RPC) and Content Creator and Outreach Coordinator (CCOC).

The RPC will work closely with Focus’ Executive Director and Management Team. The main areas of work of the RPC are: 1) anchor the preparation of reports and proposals to funders, and; 2) oversee the financial and administrative operations of the organization.

The CCOC will report directly to the Executive Director and will work closely with the Focus Management Team at various country offices. Human Rights Lawyer

The World Organisation Against Torture (OMCT), and the Philippine Alliance of Human Rights Advocates (PAHRA), are currently seeking to recruit a Human Rights Lawyer for their joint Civil Society United Against Torture Project in Asia. The Human Rights Lawyer will be coordinating two regional Working Groups: the Litigators Working Group and the Violence against Women Working Group.

The Litigators Working Group composed of litigators from different countries in Asia will empower, mobilize, and mentor lawyers and partner organizations to use litigation more frequently and effectively to achieve accountability for torture victims. Members of the group will be able to learn from experiences form other anti-torture litigators in the region, facing comparable experiences and challenges.

The Violence against Women Working Group will consist of civil society experts from different countries in Asia and will produce a regional study setting out authoritative data on needs of women in terms of prevention and protection from violence, and defining policy a legal recommendations addressed to the national, regional and global levels. The study will further set out effective strategies on how to integrate a gender perspective into the anti-torture movement.

RESPONSIBILITIES:

Regarding the Litigators Working Group

Establishing, coordinating and mentoring a group of 15 litigators from different countries in Asia who litigate torture cases before national and international courts and bodies
Organize and conduct a one-week seminar covering the scope of universal anti-torture standards, legal interpretations, progressive concepts of documentation and investigation to secure success in litigation domestically and internationally, effective strategies of victim and witness protection and how to pursue remedies internationally
Mentor and support the litigators with their case files, in particular with drafting legal briefs, reviewing court submissions, advise on litigation strategies, developing advocacy plans and strategies surrounding individual case submissions, and provide expertise on international human rights standards

Regarding the Violence against Women Working Group

Establish and coordinate a working group of 9 civil society experts on violence against women from 9 different countries in Asia
Organize and conduct a 2-day meeting of the civil society experts on violence against women
Oversee the drafting of the violence against women report by providing feedback, revise and editing draft chapters
Coordinate and support the drafting and editing consultants, the civil society experts and academic advisors
Organize the launching of the report at the domestic, regional and international level

PROFILE

· University degree in law. A related master or post graduate degree in human rights is an asset;

· Demonstrated experience in litigating criminal or public law cases before domestic courts;

· Experience representing torture victims before domestic or international bodies

· Knowledge of international human rights law, and demonstrated knowledge of the UN procedures and regional mechanisms for the protection of human rights, preferably in the context of torture or other ill-treatment, including enforced disappearance, extrajudicial killing, prison conditions, summary execution;

· Excellent legal drafting and editing skills,

· Experience or interest in working on violence against women

· Experience working with civil society organisations an asset;

· Experience providing legal trainings an asset;

· Experience in mentorship and project management an asset;

· Ability to work under pressure to deadlines and to adapt to multidisciplinary work in the 
environment of a multicultural team;

· Good interpersonal and communication skills;

· Excellent oral and written English.

Details:

1. The Teachers’ Dignity Coalition (TDC) office in Valenzuela City and the LENTE Office in Quezon City will serve as the command post/monitoring center for the Barangay and SK Elections and will document reports . complaints and feedback of teachers and the general public from May 13 to 15;

2. Dubbed as Balita Sumbong Katanungan (BSK) Teachers’ and Voters’ Election Hotline, both TDC and LENTE have established one telephone and two mobile numbers each as well as Facebook accounts where teachers and voters can report any untoward incidents like harassment, cheating, intimidation, emergency situation or any election-related concerns, especially for members of the electoral board;

3. The command post will closely coordinate with government and private agencies specifically the Department of Education (DepEd), Commission on Elections (Comelec), law enforcement units, election watchdogs and the media;

4. Teachers who will not sit in Board of Election Tellers (BET) and some lawyers from LENTE will man the offices and are tasked to monitor and document the field situation and provide any possible assistance from organization and concerned agencies.

5. For TDC and LENTE, 2018 Barangay and SK elections will be very significant because this is the first time that the law allowing the voluntary service of public school teachers will be implemented and tested.

Access Now has recently posted an open position for a Security Incident
Handler in Asia!

We’re extremely excited about this position which represents an
important part of our 24/7 Digital Security Helpline and our ongoing
work in providing digital security support to the region. Through the
Helpline, the Security Incident Handler will be responsible for
providing digital security advice and emergency incident response to
civil society groups around the world.

As you may know, Access Now has had a presence in Manila, the
Philippines, for the past two years, (in 2015 we held RightsCon in
Manila!) – working primarily on Helpline activities. While we’ll
continue this work via the Manila presence, our search for additional
capacity in the region is extended beyond the Philippines.

The annual Front Line Defenders Award was established in 2005 to honour the work of a human rights defender who, through non-violent work, is courageously making an outstanding contribution to the promotion and protection of the human rights of others, often at great personal risk to themselves.

The Award seeks to focus international attention on the human rights defender’s work, thus contributing to the recipient’s personal security.

Job Description:

 

1. Act as Project Coordinator for the advocacy and lobbying project of the organization

2. Perform lead role in planning, implementing and monitoring the project activities

3. Supervise the staff and volunteers involved in the project

4. Lead role in producing and coordinating the documentation, reporting and assessment of the project

5. Represent the organization in networking, linkaging and alliance-building efforts related to the advocacy and lobbying track of the organization

Qualifications:

PROJECT MONITORING, EVALUATION and LEARNING (PMEL) OFFICER

Job Description:

Lead role in designing and implementing a monitoring, inspection and evaluation procedures for the project

Ensure the timely gathering, recording and reporting of data and information during project implementation to be used for assessment, evaluation and planning exercises of the project management team

Provide feedback to the project management team on the strategies and activities of the project, as well as inputs on the efficiency and effectiveness of project implementation

Produce the semi-annual and annual reports that capture and describe the progress of the project

Participate in project review activities, including planning workshops

Assist the project team and other project staff in using the M&E tools of the project

Organize and coordinate lessons generated by workshops and reviews of project work

The Asian Federation Against Involuntary Disappearances (AFAD), a human rights network of human rights organizations working directly on the issue of enforced disappearances in Asia, is in need of an External Evaluator for its two (2) regional projects. The qualifications for the said External Evaluator include the following:

·         At least 10 years of experience in project evaluation work
·         Must demonstrate knowledge of qualitative and quantitative evaluation methods
·         Must demonstrate knowledge and experience in the treatment of relevant cross-cutting issues
·         Speaks and understands English and preferably, other languages in the Asian region
·         Must demonstrate satisfactory interpersonal skills and experience in dealing with target groups and partners
·         Preferably, with knowledge of human rights and development work
·         Preferably, with experience in evaluation of regional projects

AFAD has allocated One Million One Hundred Sixty Thousand Pesos (PhP 1,160,000.00) as total budget for the external evaluation. This comprise of the external evaluator’s professional fee, and incremental expenses of the external evaluation, including local and international transportation costs, accommodation and meals of evaluator and of the accompanying staff in the preparatory, actual, and post-evaluation process.

ISHR 2017 training for human rights defenders: now open for applicants!

ISHRISHR is calling for applications for its flagship Human Rights Defenders Advocacy Program in 2017 – the extensive training programme for human rights defenders, so if you are a human rights defender keen to increase your interaction with the UN system, apply now!

The training will take place in Geneva between 29 May and 9 June 2017 and provides defenders with opportunities to put their advocacy skills directly into action at the 35th session of the UN Human Rights Council.

ISHR’s Human Rights Defender Advocacy Programme (HRDAP) equips defenders with the knowledge and skills to make strategic use of the international human rights system. It also provides an opportunity for participants to directly engage in lobbying and advocacy activities at the UN level to effect change on the ground back home.

As well as receiving training modules on all the UN human rights mechanisms from a range of experts, participants will also have the opportunity to build networks in Geneva and around the world, carry out lobbying of UN member States and UN staff, and learn from peers from a range of regions working on a range of human rights issues.

At the end of last year’s training, 99% of participants were either “very satisfied” or “satisfied” with the overall programme, whilst 62% of participants felt they had fully achieved their objectives and another 31% felt they had at least partially achieved them. ISHR will look to build upon this success this year.

TDCThis year, public school teachers and government employees would be expecting bonuses in unprecedented amount.
1. Performance-Based Bonus (PBB)- amounting to P5, 000 to P35, 000 and should have been released last October (latest statement from Sec. Briones assures that the PBB will be given within November)
2. Year-end Bonus (YEB)- equivalent to one month salary to be given within November
3. Cash gift- P5, 000 to be given along with the YEB
4. Productivity Enhancement Incentive (PEI)- P5, 000 to be given not earlier than December 15

Thus, an entry level teacher (Teacher I, Step 1) with a basic salary of P19, 077 will receive a minimum of P34, 077 this year-end 2016. With this breakdown:
PBB- 5, 000 (minimum)
YEB- 19, 077
Cash gift- 5, 000
PEI- 5, 000
Total: P34, 077

If a teacher will receive a maximum of P35, 000 PBB, his total earnings would be P64, 077 (though only 2% of the total teaching force of DepEd would probably get this amount).

A.  Communications and Media Officer /Staff

Responsibilities:

Qualifications:

2.      A background in the social movements.

3.  A considerable experience in public campaigns, advocacy and research, with knowledge and understanding of debt and public finance, at the  minimum.

4. Background and experiences in the various aspects of program work and management (ie., assessment, design, implementation, monitoring, evaluation, reporting and fund resource management)

5. Major in journalism, mass communication and preferably with an academic background in economics, public administration, or banking and finance.

6. Strong commitment to and affinity with gender equity.

ForumAsia LogoThe Regional Training of Trainers on the ASEAN Human Rights Mechanisms is a training initiated by FORUM-ASIA since 2010. The training was designed as a tool to impart and to strengthen skills and knowledge of civil society organizations (CSOs) and human rights defenders (HRDs) in Southeast Asia region about the existing ASEAN human rights mechanism, particularly the ASEAN Intergovernmental Commission on Human Rights (AICHR), and the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC).

Six years after the establishment of the AICHR (2009) and the ACWC (2010), knowledge and skills about the use of the ASEAN Human Rights Mechanisms remain limited among CSOs and HRDs. The limited mandates for addressing human rights cases maybe one of the reasons for CSOs’ hesitation to use these mechanisms. However, the lack of knowledge and skills may also be the reason that dissuades CSOs and HRDs to engage with the ASEAN human rights mechanisms. FORUM-ASIA views that CSOs participation in these mechanisms is important both to benefit for whatever limited protection they have to offer and also to reassure and strengthen the work of these human rights bodies. To this end, FORUM-ASIA facilitates capacity building for CSOs and HRDs by conducting a regional training of trainers on annual basis.

The Regional Training of Trainers on the ASEAN Human Rights Mechanisms 2016 (ASEAN HR ToT 2016) aims to produce a pool of trainers who would, following the ToT, conduct trainings in ASEAN countries among CSOs and their networks. The new batch of trainers will add to the efforts being made by the alumni of the previous trainings, who are now providing training on human rights and ASEAN human rights mechanisms in the ASEAN region.

Prominent trainers on ASEAN and human rights issues will facilitate the ToT. AICHR and ACWC commissioners, ASEAN diplomats and experts in diverse fields of human rights will also be invited to facilitate specific sessions. Jakarta has been chosen as the venue since the training includes a study visit to the ASEAN Secretariat in Jakarta.

SCHOLARSHIP

FORUM-ASIA will provide scholarships for CSOs and HRDs from ASEAN countries on the basis of following criteria:

1)     At least 2 years of experience of work with CSOs in the ASEAN region;

2)     Some experience of prior engagement with the ASEAN human rights mechanisms, ASEAN institutions, and/or CSO advocacy on ASEAN;

3)     Strong commitment to conduct capacity development activities for national and local CSOs;

Selection of participants will take into consideration gender equality and diversity. Participants with special needs (person with disability) will be given priority.

The training will be conducted in English and no translation support will be provided. The organizer does not require a formal English proficiency test, but a proof of English proficiency will be preferable.

The scholarship covers: travel cost from home country to Jakarta, accommodation and meals during the training

SELECTION PROCESS
