Long-time women’s and children’s rights advocate, Ma. Salome “Sally” Ujano was arrested by agents of the Philippine National Police (PNP) on 14 November 2021 in Malolos, Bulacan on rebellion charges filed against her in 2006. PNP Chief PGen Dionardo Carlos asserted that Sally’s arrest stemmed from her alleged involvement as a high-ranking official of the Communist Party of the Philippines – New People’s Army (CPP-NPA) in the ambush of two military personnel in Quezon Province in 2005. The PNP also said that Sally has been in hiding for fifteen (15) years.

Call on ILC to Reject Harry Roque

The ILC was established by the UN General Assembly, in 1947, to undertake the mandate of the Assembly, under article 13 (1) (a) of the Charter of the United Nations to “initiate studies and make recommendations for the purpose of … encouraging the progressive development of international law and its codification”.

Civil Society Organizations are protesting the nomination because Roque lacks the moral and ethical integrity to work in such a prestigious global mechanism and demonstrates questionable qualifications and expertise as an international legal expert. Moreover, his record of contemptuous pronouncements against concepts and principles of human rights as well as international treaties such as UNCLOS and the ICC may stain the reputation of the ILC before the international community.

Our Demand to the Duterte Government

President Duterte,

We, the Filipino people, plead for your urgent action in response to the COVID-19 crisis our nation is facing. Here are our demands:

1. START MASS TESTING NOW. Implement free mandatory mass testing nationwide and mobilize the local government units (LGUs) to set-up local testing centers.

2. Distribute free face masks, hand soaps, alcohol, drinking water rations, and vitamins to every barangay. Conduct massive disinfection in high-traffic locations regularly.

3. Secure necessary medical equipment needed by our health workers and hospitals such as face masks, gloves, ventilators, personal protective equipment (PPE), and oxygen tanks. Engage the private hospitals to share their medical equipment, PPE, and facilities.

4. Build temporary quarantine and health centers (convert convention centers, gymnasiums, etc.). Partner with the private sector to provide accommodation services (e.g., lease of hotels). Allow the homeless to stay in evacuation centers located in barangays and municipalities.

5. Allocate all available discretionary funds to aid the Health sector. Approve the rechanneling of intelligence and confidential funds of different government agencies to the Department of Health (DOH) through a special session of Congress.

6. Provide immediate comprehensive medical training for the military, police, and security forces. Maintain civilian leadership by appointing a trained health worker to lead every checkpoint and security team. Mobilize the military and police to bring test kits, face masks, and basic goods to every barangay.

7. Order the Department of Labor and Employment (DOLE) to require the private sector to give additional paid leaves for their workers, both permanent and contractual.

8. Guarantee cash grants for individuals/workers and small businesses. Enact a monetary stimulus package through the Bangko Sentral ng Pilipinas (BSP).

9. Impose a payment freeze and disconnection moratorium for utilities (water, electricity, internet) until the Code Red Sublevel 2 is lifted. Declare rent payments and evictions on hold.

10. Set-up a centralized information source that will broadcast daily briefings of health officials for all important government announcements, statistical data, location information, and history of movement of confirmed patients for transparency and public knowledge.

CANCEL OCEANAGOLD’S MINING CONTRACT NOW

Respect the people’s will! Stop illegal operations in Didipio mines!

Environmental and human rights groups in the Philippines support the resistance led by the Didipio Earth Savers Movement (DESAMA) and Didipio-Watch against destructive and irresponsible mining in Nueva Vizcaya.

Last 21 June 2019, farmers and indigenous peoples from the village of Didipio, in Kasibu town, Nueva Vizcaya set-up a peoples barricade to prevent the illegal operations of Didipio mines, owned by OceanaGold Philippines, Inc. (OGPI). OGPI’s mining contract (Financial and Technical Assistance Agreement # 1) expired last June 20, 2019, and failed to secure a renewal of this agreement.

We demand the following, in support to the struggle being led by DESAMA, Didipio-Watch and other local organizations in Didipio, Kasibu, Nueva Vizcaya:

1. Pres. Rodrigo Duterte must immediately cancel OGPI’s contract and order the stop of illegal mining operations of OGPI. Since its mining contract has expired and has failed to secure a renewal, OGPI has no right to continue posing a threat to the forests and water resources in Nueva VIzcaya.

2. The Department of Environment and Natural Resources (DENR) must immediately revoke its favorable endorsement for the application of FTAA renewal. DENR has failed to ensure that precautionary principles are enforced in the review and assessment of the mining contract, and has merely relied on technical compliance of OGPI in submitting its application for renewal.

3. The national government must respect and recognize the autonomy of local governments affected by mining operations of OGPI. All three local governments impacted by OGPI’s operations have expressed their opposition, and this is a truthful reflection of the will of the people.

4. The National Commission on Indigenous Peoples (NCIP) should comprehensively conduct in a transparent, inclusive and participative manner all consultations, field based investigations and negotiations for the free, prior and informed consent (FPIC) of all indigenous peoples in the affected areas, including migrant IPs who have settled and lived in area for more than four decades.

5. The DENR must demand a new and updated Environmental Impact Assessment (EIA) from OGPI and issue a new Environmental Compliance Certificate (ECC) as part of the requirement for the renewal of the FTAA.

[Campaigns] Holcim workers demand justice -SENTRO

For years contractual workers at the Holcim cement plant in Davao have demanded regular employment, in line with Philippine law. Last year they filed a complaint with the Department of Labor and Employment, however in March 140 contract workers were laid off, while non-union workers were offered new employment contracts. Since then the workers have been picketing the factory, but in May they found out the owner of the plant – multinational cement giant LafargeHolcim – is planning on selling the factory to notoriously anti-union Filipino conglomerate San Miguel. On May Day the workers’ picket line was violently attacked by thugs, and the union is convinced that Holcim is responsible for the attack. These workers need justice, not violence and repression.

[Campaign] #KarapatDapat na Agenda, #SampuSegurado -PAHRA

The upcoming mid-term polls present an exceptional opportunity for the Filipino people who are now burdened with relentless price hikes, disease epidemics, food shortage, environmental crises, internal conflict and brazen loss of life due to extrajudicial killings, the TRAIN law, Martial Law, misinformation and widespread impunity.

The 2019 elections is a defining moment for the aggrieved Filipino masses, whether we move forward as a nation hoping for better lives or as doomed souls, is literally in the hands of every voter inside the polling booths come May 13. At this juncture, we simply cannot afford a “business as usual” approach to this critical political exercise.

The highly polarized electoral campaigns are split between pro and anti-administration candidates, both claiming to possess the best qualifications to lead our people. The environment with which the electoral campaigns are being waged, do not provide clarity nor direction for our people; our streets are saturated with campaign paraphernalia some of which, not only violate COMELEC rules, but pose hazards to the safety of the commuting public; our digital spaces are filled with disinformation about the candidates and what they stand for; our youth especially the first-time voters are bereft of guidance in the kind of society they are voting for.

Amidst the dearth of meaningful discourse and imagination on the future outcome of the polls, the human rights community led by the Philippine Alliance of Human Rights Advocates (PAHRA) wish to introduce a ten-point agenda which reflect the various sectoral demands of our grassroots members nationwide. This ten-point agenda is called #Sampusigurado, which means that implementing the agenda will certainly lead to real change and a strong democracy. The “slate” is carried by the campaign called “KARAPAT-DAPAT: KARAPATAN DAPAT”, which appeals for a recognition of doing what is right and just.

PAHRA calls on national and local candidates to support the #Sampusigurado by incorporating the ten-point agenda in their platforms. Similarly, we call on the public to demand that candidates adopt this human rights agenda, and to vote for those who do, in order to prevent further erosion of our democratic traditions and processes, and build the future with decent, competent leaders with effective programs.

The ten-point agenda are:

  1. Human rights-based governance;
  2. Compliance with international human rights treaties and instruments
  3. Access to justice, accountability and ending impunity;
  4. Protection for vulnerable sectors;
  5. Protection for human rights defenders;
  6. Attainment of sustainable and inclusive peace and security;
  7. Enforcement of food sovereignty, decent livelihood and sustainable housing;
  8. Enforcement of laws towards a healthy and safe environment
  9. Enforcement of a people-centered development program; and
  10. Protection against foreign aggression and exploitation.

Karl Anthony Nuñez was a promising 20 year old “young idol” in Bgy. Sun Valley in Paranaque. On Dec 26 masked gunmen shot him dead in front of his house, in what police later said may be a case of mistaken identity. Karl’s family insists their only son has nothing to do with drugs nor crime. On Sunday Jan7 Karl will be buried accompanied by an indignation event -community caravan and motorcycle riding groups, from their home at #411 Pajero Street Culdesac Sun Valley @12:30nn to the Church, mass@1:00pm. From November 25, the Philippines celebrate the International Day for the Elimination of Violence against Women, to December 12, Anti-Human Trafficking Day, the 18 Days of Activism against Gender-based Violence campaign is a time to heighten our action to end violence against women and girls across the world.

This year, thru Take Back the Tech! Campaign!  we will mark this meaningful event under the overarching theme : “REVISIT TO RESIST: HISTORIES OF THE “MOVEMENT TO END GENDER-BASED VIOLENCE” – reflecting that memory is resistance.

The Foundation for Media Alternatives launch the Take Back the Tech! Facebook Frame to reclaim the Facebook platform as a safe space for women, young girls and other vulnerable sectors, and to end gender-based violence. We will also feature the advocacy work of women’s movement in the country to digitize and preserve our memories and examine them for lessons we can use now and in the future.

Protect Freedom of Expression Campaign, ‘Wag Matakot Magpahayag!-HRonlinePH.com

The Human Rights Online Philippines (HRonlinePH) www.hronlineph.com presents its project, “Protection and empowerment of human rights defenders in the Philippines”, supported by the British Embassy Manila, and key information on its experiences supporting the use of information technology in campaign and advocacy among communities of human rights defenders (HRDs) in the Philippines.

The project was launched last Thursday, August 31, 2017 at Pres. R. V. Palma, 105-106 function room, University Hotel, University of the Philippines, Diliman, Quezon City.

As information and communication technologies have become central to organizing, campaigning and day-to-day communication in human rights work, many reports and cases has concurrently documented and verified the increased use of technologies to monitor communications and harass human rights defenders, restricting their rights to freedom of opinion and expression, both online and offline.

This will be an opportunity to discuss experiences of human rights defenders who are often harassed and intimated for publishing human rights related information on websites, blogs or social networking sites, or for criticizing authorities or government policies, both online or offline.
