The Philippine Misereor Partnership, Inc. (PMPI)

PMPI is a partnership between non-government organizations (NGOs), peoples’ organizations (POs), church groups in the Philippines, and Misereor – the overseas development agency of the Catholic Church based in Aachen, Germany, which subscribe to the vision, mission, and goals of the partnership.

PMPI is a platform for continuing dialogue and sharing of initiatives, resources, and expertise and best practices among the partners. It is also a venue where common development agenda and strategic directions are formulated, which provide guidance to the Philippine partners and Misereor areas of coordination and common action.

Currently, the PMPI is involve in public advocacy and capacity building of its partners on four thematic concerns – Peace and Human Rights, Sustainable Agriculture and Fisheries Development, Climate Change Adaptation and Disaster Risk Reduction Management, and Anti-Mining Campaign (AMC).

The AMC has been the banner program of PMPI since 2005, supporting Sites of Struggles (SOS) or communities that expressed desire to counter the mining operations or the entry of mining companies in their localities.

Three positions are open:
A. Anti-Mining Campaign Project Officer
B. Anti-Mining Campaign Advocacy and Information Management Staff
C. Research and Information Management Staff

Position/Designation: Anti-Mining Campaign (AMC) Project Officer

General Responsibilities:

The AMC Project Officer shall see through the implementation of the AMC program. S/he shall assume operational responsibilities for the achievement of the program’s goals and objective. S/he will take on the lead in conceptualizing, innovating and expanding the information and resources needed to strengthen the campaign, systematizing the program’s operations and management, and facilitate the process to drawing in the network and other stakeholders to achieve the intended deliverables of the AMC program.

Specific Tasks:

With the supervision of the National Coordinator, the AMC Project Officer shall ensure that the project objectives and goals defined in the 3-year AMC program are achieved by:
a. Establishing effective coordination and synchronization of activities with the members, clusters, focal organizations, and Sites of Struggles.
b. Ensuring efficient communication and information exchange about AMC-related issues within the network.
c. Develop new and strengthen effective monitoring and evaluation mechanisms of the project in all levels of the partnership structure.
d. Facilitating the provision of technical input and support to clusters and FO-SoS so that agreements related to project implementation in their respective levels are carried out.
e. Reviewing campaign plans submitted by the FO-SoS and endorsing it for financial support as well as ensuring that all requirements and standards for the release of the assistance are complied with.
f. Facilitating and establishing linkages with other regional or local networks, alliances and other stakeholders necessary to strengthen the campaign.
g. Preparing and submitting report to the National Coordinator, CCC, and NCC; and drafts project proposal and reports to be submitted to Misereor.
h. Performing of other tasks designated by the National Coordinator.

Job Requirements:
1. Must be a Filipino.
2. With 5 years or more experience in project management, lobby, and advocacy work.
3. With high-level coordination and social/people skill.
4. With technical skill in writing statements, press releases and doing media work.
5. With technical skill in developing training designs and modules and conducting actual trainings.
6. With ability to work under pressure and flexible schedule
7. With ability to multi-task under minimal supervision.
8. Computer and social media literate.
9. With the capacity to guide and inspire support staff for AMC.
10. A college graduate preferably with a degree on Political Science, Community Development, Sociology, Environmental Science and other related courses.

Position/Designation: Anti-Mining Campaign Advocacy and Information Management Staff

General Responsibilities:

The AMC Advocacy and Information Staff shall support the AMC PO in innovating, conceptualizing of strategies for advocacy, lobby, education-training and media work associated with the implementation of the AMC’s goals and objectives.

Specific Tasks:

In consultation with the AMC Project Officer, the AMC Advocacy and Information Management Staff shall:
a. Assists in conceptualizing, innovating and implementing the campaign plan on advocacy and lobby work of PMPI-AMC.
b. Implements the information-education plan for the network and the general public.
c. Makes and/or develop appropriate resource materials and presentation/s on mining issues for the consumption of the network and the general public.
d. Facilitates and establishes linkages with other national networks, alliances and other stakeholders.
e. Drafts and circulates press/media releases, statements, media advisory, and helps AMC-PO in drafting major documents for the network (i.e. policy papers) and ensures that local situation and experiences of other partner communities are given appropriate media and public exposures at the national and international level.
f. Establishes quadri-media linkages in the national and international level.
g. Performs other tasks as designated and delegated by the National Coordinator.

Job Requirements:
1. Must be a Filipino.

Position/Designation: Research and Information Management Staff (RIMS)

General Responsibilities:

The Research and Information Management Staff shall provide assistance and support to the PMPI’s current programs and task forces in pursuit of realizing the network’s prioritized resolutions. Primarily, s/he shall ensure that relevant information and materials on the four priority concerns are gathered, systematically archived, and developed and packaged for dissemination within the network, to the media, and the general public.

Specific Tasks:
a. Develops data-gathering and data-banking system for the thematic concerns being implemented by the network.
b. Preserves and develops the institutional memory of PMPI by maintaining the PMPI archive and ensuring efficient documentation of all activities and events of the network.
c. Develops information and resource materials to introduce the work of the partnership and the thematic concerns.
d. Conducts actual mini or table researches and/or provides technical support to special researches commissioned by the secretariat.
e. Drafts and circulates press/media releases, statements, media advisory, and helps in drafting major documents for the network (i.e. policy papers).
f. Ensures that local situation and experiences of other partner communities are given appropriate media and public exposures at the national and international level.
g. Monitors exposures of PMPI press releases or activities in the quadri-media.
h. Regularly maintains the website and facebook page.
i. Develops media directory and establishes quadri-media linkages.
j. Develops the partnership newsletter.
k. Performs such other tasks which maybe required and delegated by the Communications Officer and the National Coordinator.

Job Requirements:
1. Proficient in writing both in English and Tagalog.
2. Has the capacity and relevant experience in conducting small researches.
3. Knowledgeable in developing data-base system for the institution.
4. Has the ability to multi-task under minimal supervision.
5. Can work under pressure and flexible schedule.
6. Computer and social media literate.
7. Good technical skill in lay-outing and developing multi-media presentations.
8. At least 2 years of experience in non-governmental organizations or social development-related work is an advantage.

Terms of Employment, Benefits & Compensation

This position is a project-based. The successful applicant shall undergo a 3 to 6 months probationary period. During the probationary stage, performance evaluations shall be conducted after three months and after 6 months. Passing the two evaluations is a requirement for full employment. Once applicant has passed the probationary period, then the applicant shall have full employment status and shall enjoy full benefits as required and mandated by law.
