Terrorism in the Philippines and worldwide continue to wreak havoc in our society and cause undue sufferings to victims and families. One counter-terrorism tactic employed is arbitrarily arresting suspects of terrorism acts primarily focus against alleged members of the Abu-Sayyaf Group (ASG). These indiscriminate apprehension and/or use of questionable warrants of arrests usually results to “mistaken identity” detention . Most of the detainees remain in prison for years without even seeing the court, abandoned from due process of the law.

However while this is true , there are also cases that self-confessed ASG members and acknowledged participation in the kidnapping of journalist Ces Drilon among other crimes committed, is now out from prison. No thanks for mind boggling process started and will continue by esteemed agencies like the National Commission of Muslim Filipinos (NCMF) and the Anti-Terrorism Task Force of the Department of Justice (DOJ).

The Families of Victims of Involuntary Disappearance (FIND), the International Coalitions Against Enforced Disappearances (ICAED) and the Asian Federation Against Involuntary Disappearances (AFAD) in cooperation with the Embassy of Canada and the University of the Philippines (UP) Asian Center are organizing a forum on “Effective Implementation of Republic Act No. 10353: A Collective Endeavor” on March 6, 2013 from 9:00 AM to 4:00 PM at the UP Asian Center.

The forum is part of our continuing efforts to disseminate to various stakeholders and to general public the issue of enforced disappearance and the available legal remedies that can address it.

Rep. Edcel Lagman of Albay, the principal author of the law will speak on the objectives, the underlying principle and the salient provisions of the law. Sec. Leila De Lima of the Department of Justice (DoJ) and the Chairperson Loretta Ann Rosales of the Commission on Human Rights (CHR) will share with us their respective institutional roles and responsibilities in the effective implementation of the law. USec. Parisya Taradji will also be there to represent the Department of Social Work and Development (DSWD).

Non-governmental organization the Medical Action Group (MAG), in partnership with the British Embassy Manila, the Department of Justice (DOJ) and the Philippine National Police (PNP) will start the first batch of training of forty-five (45) investigators and prosecutors on investigation and prosecution of torture cases using physical and medical evidence. This training will have a direct impact on the ability to investigate and secure prosecutions by improving the quality of physical and medical evidence in court cases. The training is undertaken with funding from the British Embassy’s Human Rights and Democracy Programme.

Why: In commemoration of the 23rd Anniversary of the UN Convention on the Rights of the Child (UNCRC) this coming November 20, more than 400 children and supporting adults from 40 children’s groups and child-focused civil society organizations nationwide will gather in a national forum on children’s issues.

The forum aims to gather children’s organizations from different parts of the country to share their perspectives on priority child rights issues that they face in their localities and draw up a list of key recommendations on what the government can do to address these issues. These recommendations can be the basis of children’s advocacy agenda that civil society organizations and children’s groups can take forward at the national and local levels, and especially in the coming electoral campaign process.

The event is organized through the Children Talk to Children About the UN CRC (C2C) Project, a child-led initiative on child rights monitoring and national-level child rights advocacy being supported by the Samahan ng Mamamayan-Zone One Tondo (ZOTO), Inc. and Save the Children since 2009.

British Embassy Manila, Department of Justice (DOJ), Philippine National Police (PNP) and Medical Action Group (MAG) ink agreement for training of investigators and prosecutors to strengthen investigation and prosecution of torture cases

Non-government organization, the Medical Action Group (MAG), with support from the British Embassy Manila, will sign a Memorandum of Agreement (MOA) with the DOJ and the PNP that will provide capacity development and training among investigators and prosecutors for a more effective and efficient investigation and prosecution of torture cases in the country. The training aims to enhance the capacity of the investigators in gathering and handling of evidences and to provide necessary knowledge and skills for the prosecutors on how physical and medical evidences is evaluated in court proceedings on alleged torture cases according to the Anti-Torture Law (Republic Act No. 9745) and international standards contained in the UN Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (“the Istanbul Protocol”) . This is in view of the lack of documentation standards for torture cases has often resulted in the rejection of physical and medical evidences by the courts. This training will have a direct impact on the ability to investigate and secure prosecution by improving the quality of evidences in torture cases. The training will be undertaken with funding from the British Embassy’s Human Rights and Democracy Programme.

The Commission on Human Rights (CHR) will witness the signing of MOA.

The Philippine Federation of the Deaf (PFD); a non-stock, non-profit organization established in 1997 which aims to uplift and protect the welfare of the Deaf, is the national federation of 18 Deaf member organizations from all over the country and affiliated with the World Federation of the Deaf, a global body recognized by the United Nations.

A technical working group (TWG) was tasked by the Congress Committee on Social Services to further study House Bill No. 6079 (*An Act Declaring Filipino Sign Language as the National Sign Language of the Filipino Deaf and the Official Language of Government in All Transactions Involving the Deaf, and Mandating Its Use in Schools, Broadcast Media, and Workplaces*) filed by ACT Teachers Party-List Representative Antonio Tinio. The TWG will hold its first meeting on November 05, 2012, 1:30 P.M. at the Conference Room 11, Mitra Bldg., House of Representatives, Quezon City

The TWG meeting shall be attended by Rep. Tinio and stakeholders from concerned national government agencies and non-governmental organizations such as the Philippine Federation of the Deaf and its Deaf organization members.

Stakeholders including the Department of Education have raised opposition to this proposed legislation in a Committee hearing held on October 16.To protest this government opposition for the recognition of Filipino Sign Language, the Filipino Deaf Community with all its colleagues and supporters, will be holding a march from Philcoa to the House of the Representatives on Nov. 5, Monday at 830am before proceeding to the meeting.

We expect a great number of both Deaf and hearing persons and other PWDs, to join our protest. We call on everyone to help us voice out our rights which have been denied us for decades.
