
Balay Rehabilitation Center expresses concern over the Safer Cities Initiative launched by the Department of the Interior and Local Government under Secretary Jonvic Remulla.
While presented as a crime prevention measure, the policy risks penalizing poverty rather than addressing criminality.
Many of those apprehended come from overcrowded, low-income communities where staying outdoors is not a choice, but a necessity. Curfews and fines disproportionately impact the most vulnerable, exposing them to profiling, rights violations, and added financial burden.
Balay also raises concern on the mental health impact, especially for children and individuals in distress who may be outside due to unsafe or unstable home environments.
Public safety should not come at the cost of human rights.
We urge the DILG to review this initiative and shift toward rights-based, community-centered approaches that address the root causes of insecurity—poverty, inequality, and lack of support systems.
Safety should protect the vulnerable—not punish them.
