It has been 24 days since President Duterte put the entire Luzon under enhanced community quarantine, part of the government’s response to the COVID-19 outbreak.

COVID-19 was declared as an “outbreak that threatens national security which requires a whole-of-government response” by virtue of Presidential Proclamation 922 (March 8, 2020). Fifty-seven million people from eight regions, including around three million students, were advised to wash their hands, stay at home, and maintain physical distancing.

An inter-agency task force on infectious disease (IATF-EID) was put in charge to lead government health responses to the pandemic. Two weeks ago, Bayanihan to Heal as One (BAHO) Act was passed granting the president emergency powers with a budget of Php 275 billion to hasten government processes on procurement, disbursement and reallocation of funds.
