Inmates at New Bilibid vote for the first time

MANILA, Philippines – For the first time in history, inmates at the New Bilibid Prison (NBP) were allowed to vote.
Out of the 22,000 inmates, 2,000 registered to vote and most of them came from the maximum security unit.
They were allowed to go out of their cells for a few minutes to vote at the multi-purpose hall.
There was a delay in the voting process, however, which was supposed to start at 7:00 a.m. Monday.
