MANILA, Philippines – (uPDATE 2:56PM) An international human rights group welcomed the decision of the Supreme Court on Tuesday to halt the implementation of the controversial Cybercrime Prevention Act, and suggested its complete repeal. Teofisto Guingona III, the only senator who opposed its passage, hailed the TRO but also advised people to be vigilant.
