The organization:

ASPBAE is a regional network of organizations and individuals, established in 1964 with 200 members in 30 countries across Asia and the Pacific, comprising of community organizations, national education coalitions, teachers organizations, youth and student associations, grassroots educators, child rights networks, women’s organization and other campaign and social networks.

The ASPBAE mission is to build an Asia-Pacific movement dedicated to promoting quality education for all and transformative adult education.

The position:

The Administrative and Finance Officer will attend to, and comply with, the administrative, finance and accounting requirements of ASPBAE’s Philippine office.

The successful applicant should have the following qualifications:

§ A bachelor’s degree in accounting or its equivalent, with 2-3 years’ experience working with NGOs

§ Familiarity and experience in the preparation, filing and submission of forms and documents to various government agencies such as the city/municipality business office, Bureau of Internal Revenue, Social Security System, and Philhealth;

§ Knowledge, skill, and experience in the use of accounting and basic office software, including MYOB Business Essentials or QuickBooks, Microsoft Word, Excel and Powerpoint.

Essential qualities we will look for in an applicant:

§ Creative, flexible problem-solver, able to work with minimum supervision and a team player

§ Proven administrative and bookkeeping skills

§ Excellent cross-cultural, gender-aware interpersonal & communication skills and fluency in both written and oral English

Terms of Reference:

Title/Position : Administrative and Finance Officer

Contract Period : Minimum One (1) year

Starting Date : early September (preferred)

Total Remuneration: USD 650 per month

Functions and Responsibilities :

1. Manage the financial and accounting system of the ASPBAE Philippine office to include:

§ Preparation of all financial reports, and regular updating of financial status of the ASPBAE’s Philippine office accounts, in accordance with the requirements of the ASPBAE Secretariat and of ASPBAE’s donors

§ Handling and maintenance of a full set of accounts, including regular bookkeeping and running variance analysis of actual expenditures against approved budgets

§ Preparation of all Receipt and Payment Vouchers

§ Cash Book and Bank Balance maintenance & monthly reporting of the same

§ Preparation of quarterly financial reports

§ Preparation of all other financial reports required by the ASPBAE Secretariat and ASPBAE donors

§ Performance of all necessary bank transactions, and preparation of fund transfer requests

§ Handling of the office petty cash in a judicious manner

§ Working with the ASPBAE Secretariat and the designated Line Manager in introducing improvements for more efficient accounting system

§ Financial correspondence relating to the ASPBAE Philippine office as assigned and any other duties assigned from time to time by the ASPBAE Secretariat office in Mumbai and designated line manager in the Manila office.

2. Preparation, filing and timely submission of all forms, documents and papers required by government agencies relative to ASPBAE’s operations, staff, and contractors, including submissions to the BIR, SSS, Philhealth, city/municipality offices, Pag-ibig Fund, and similar agencies.

3. Attend to the regular administrative and logistical needs and requirements of the ASPBAE Philippine office, including:

§ Regular office and equipment maintenance

§ Maintenance of the filing system of database, documents, publications, photofiles, videofiles, etc.

§ Timely utilities payments and repairs maintenance

§ Procurement of equipment, supplies and services, as may be assigned by Line Manager and in accordance with the guidelines set up for each specific project/programme

§ Coordinate all travel arrangements of ASPBAE staff

4. Assist in organizing events, especially in logistical preparations for events, where the ASPBAE Philippine office is the Lead

5. Perform other related duties and functions as may be assigned by the designated line manager and/or the ASPBAE Secretary-General
