MANILA, Philippines — The Constitution guarantees the right of every Filipino of voting age to participate in elections and choose their leaders.
It is a right many take for granted.
But for persons with disabilities, it is a right most of them are deprived of because of the absence of mechanisms and facilities that will allow them to cast their votes.
Hopefully, this might change in the 2013 elections.
