STATEMENT

The Teachers Dignity Coalition (TDC) welcomes Senate Bill No. 351, filed by Sen. Ronald Dela Rosa, which seeks to repeal the Continuing Professional Development (CPD) Law or RA 10912. This measure reflects the long-standing clamor of professionals, especially teachers, against the laws costly, inaccessible, and bureaucratic requirements.

TDC has always recognized the value of continuing professional development. However, this must not be tied to license renewal in ways that create unnecessary stress, inequity, and financial burden. Teachers already undergo meaningful professional learning through in-service trainings, Learning Action Cell (LAC) sessions, DepEd-initiated programs, and self-directed studies. These should be recognized as valid CPD.

Repealing RA 10912 opens the door to build a new, accessible and fair framework for professional growth—one that is flexible, inclusive, publicly supported, and grounded in the real conditions of our schools and communities. Professional development should empower, not penalize, those who dedicate their lives to public service.

For TDC, genuine teacher development must go hand-in-hand with dignified salaries, adequate benefits, and proper support. A supported and empowered teacher is the key to ensuring quality education for every Filipino child. #
