Teachers press DBM for release of PBB for mentors outside NCR

The Teachers’ Dignity Coalition (TDC) acknowledges the Department of Budget and Management (DBM) actions that resulted in the release of the FY 2021 Performance Based Bonus (PBB) for Metro Manila teachers. Yesterday, July 4, 2023, our members from all over the region confirmed receipt of this long-overdue incentive. While the metropolis’ teachers rejoice, our colleagues from the other DepEd regions are still waiting.
We would want to inquire on the status of the PBB in those areas. In particular, we would like to clarify the following statement from DBM Press Release last Monday, July 3: “Para naman sa nalalabing 15 DepEd regions, (Regions I, II, III, IV-A, IV-B, V, VI, VII, VIII, IX, X, XI, XII CARAGA, at CAR), ang naisumiteng Form 1.0 ng school-based personnel ay ibinalik sa Personnel Division, Bureau of Human Resource and Organizational Development (BHROD) para sa revalidation o pagrepaso dahil sa iba’t-ibang isyu tulad ng nadobleng pangalan o wala ang pangalan sa Personal Services Itemization and Plantilla of Personnel (PSIPOP).” While we recognize the complexities of the process, given that the DepEd is by far the largest bureaucracy, it appears that there is still a problem in the method of validating the documents from the field, even after two years.
Thus, the TDC has requested for a meeting with Sec. Pangandaman in order for us to submit recommendations based on our experiences since the government began granting this PBB in 2012. We believe that incentives like the PBB should be given to all qualified employees in a fair, timely, and easy manner. The recurring delay caused by the complicated process remains the primary obstacle and the main reason why the wait for this PBB is a hardship rather than an exciting part.
We regard the Secretary’s public engagement as a new chapter in this ongoing story, and we look forward to open and enhanced communication with the new DBM leadership.
Our teachers, who are all performing effectively, cannot afford to wait another two years for the PBB for FY 2022. The delay must be stopped. #
