Statement in Advancing Digital Rights

Human Rights Online Philippines (HROnlinePH) is a network of human rights defenders dedicated to promoting and protecting human rights in the digital age.

We recognize that as the world becomes increasingly interconnected, the advancement of digital rights is crucial in ensuring the dignity, privacy, and freedom of individuals in online spaces. Today, we reaffirm our commitment to advocating for the rights of individuals in the digital realm.

The digital landscape presents both opportunities and challenges to all of us. While technology has revolutionized the way we communicate, access information, and participate in public discourse, it has also given rise to new forms of surveillance, censorship, violations of privacy, and even the proliferation of troll farms.

It is only imperative that we collectively work toward establishing a rights-based framework that safeguards individuals’ digital rights as we should demand for:

a. Respect for Freedom of Expression: Online platforms should be spaces where individuals can freely express their thoughts, opinions, and ideas without fear of censorship or retaliation. Governments must respect and protect the right to freedom of expression in the digital realm, ensuring that individuals can engage in online discourse without undue restrictions.
b. Guarantee Privacy and Data Protection: Every individual has the right to privacy and control over their personal data. Governments, businesses, and online platforms must prioritize the protection of personal information and establish robust data protection regulations. Individuals should have the right to know how their data is collected, stored, and used, as well as the ability to consent to or withdraw from such practices.
c. Digital Access and Inclusion: The digital divide must be bridged to ensure equal access to digital technologies and online platforms for all individuals, regardless of their socioeconomic background. Efforts should be made to provide affordable internet access, digital literacy programs, and inclusive platforms that cater to diverse communities, including marginalized groups.
d. Cybersecurity and Digital Safety: Individuals should be protected from cyber threats, including hacking, identity theft, and cyberbullying. Governments, organizations, and internet service providers must prioritize cybersecurity measures to safeguard the digital safety and well-being of individuals. Additionally, measures should be taken to educate individuals on digital hygiene and responsible online behavior.
e. Protection of Human Rights Defenders online: Human rights defenders and activists who operate in the digital space should be protected from harassment, intimidation, and persecution. Governments must ensure an enabling environment for the exercise of digital rights and safeguard the rights of those advocating for social justice, equality, and human rights online.
f. Spaces for Internet Governance and Multistakeholder Participation: Decisions on Internet governance should involve multistakeholder participation, including governments, civil society organizations, the private sector, and Internet users. It is essential to promote open dialogue, collaboration, and the inclusion of diverse perspectives in shaping policies and regulations that affect digital rights.

HROnlinePH will continue to collaborate with like-minded organizations, engage in policy advocacy, and empower individuals to assert their digital rights. Together, we can create a digital landscape that upholds human rights, fosters innovation, and ensures the rights and freedoms of all individuals both online and offline.

In this critical endeavor to advance digital rights, let as all stand to build a more equitable and inclusive digital future.
