Shit happens

What happens when, from nowhere, aliens show up in communities bringing hopes and promises of good life, wealth and prosperity?
What happens when communities are given perks and monies to agree to the planned path of development to eliminate poverty?
What happens when communities stand up and declare their opposition to a masterplan made for them by so-called “experts” whose names are unknown?
What happens when these aliens gather communities for consultations outside the village where they live? What happens when they are called to participate in activities where they are given attendance sheets to be signed?
What happens when communities are divided as anti- or pro-? What happens when best of friends become mortal enemies, leaders become dealers and the words of God are used in vain for the interest of the few?
What happens when respected community leaders are tempted to be bribed? Or when their credibility is destroyed with malicious information, allegations and litigation coming out of nowhere?
What happens when voluminous documents are gathered to support the feasibility of pre-ordained agreements, and reach the imperial center of governance without the free, prior and informed consent of the communities?
What happens when a government and an entity sign a mutual agreement not read by the folks in a far-flung island?
What happens when an agreement clandestinely signed without the presence of communities is enforced, and they are expected to follow and respect them?
What happens when government leaders, with powers borrowed from the sovereign citizenry, respect the so-called sanctity of an agreement without courtesy to the sanctity of the social contract for the general welfare?
