2013 BUDGET TO SHARPEN FOCUS ON PNOY’S FIVE PRIORITY AREAS

  In a move to reinforce the Aquino Social Contract with the Filipino People, government departments and agencies will intensify the focus of their programs on the President’s five Key Result Areas (KRAs) as 2013 budget preparations go full throttle.

This is in line with the earlier instruction by President Benigno S. Aquino III, through Executive Order No. 43, to orient government spending around the five KRAs over the next five years.

“We initiated this practice in 2012, and it will gain a stronger foothold as we implement it across all departments for the 2013 budget. The Administration will ramp up funding for all programs and projects that are aligned with these five Social Contract priorities, while activities that deviate from our goals will be scaled down, if not eliminated altogether,” Abad said.

The five KRAs under the President’s Social Contract are identified as: 1) Transparent, accountable, and participatory governance; 2) Poverty reduction and empowerment of the poor and vulnerable; 3) Rapid, inclusive, and sustained economic growth; 4) Just and lasting peace and the rule of law; and 5) Integrity of the environment and climate change adaptation and mitigation.

In view of this, the Budget Chief emphasized that the 2013 expenditure plan will ensure the proper management of government resources to buttress good governance, empower the poor, promote inclusive growth, amp up national security, and protect local natural resources on a broader scale.

Meanwhile, Abad said that the 2012 national budget—currently being executed by the Department of Budget and Management—has earmarked funds to allow departments and agencies to implement programs that will create direct, immediate, and sustainable benefits for all Filipinos.

“The Aquino government has dedicated the bulk of its current national budget to social services, which includes key programs on education, sustainable poverty reduction, and public health. We’ve given these projects the highest allocation of P318.5 billion, up by 10.4 percent from the previous year,” Abad said.

Economic services also received a hefty allocation of P191.8 billion, while funds for national security were set at P182 billion. Environmental protection and climate-change initiatives received P30.6 billion and P18.8 billion, respectively.

Abad highlighted some key programs under these KRAs, including the P39.5-billion Pantawid Pamilyang Pilipino Program, the P1.2-billion fund for social pensions, P24.5 billion worth of irrigation projects, P5.69 billion for the jail management and penology program, P2.7 billion for the National Green Program, and P2.9 billion for major information and communication technology governance projects.
