Moms of missing UP coeds: Move Palparan soldiers to civilian jails

MANILA, Philippines — The mothers of missing University of the Philippines (UP) students Sherlyn Cadapan and Karen Empeno asked the Malolos court on Monday to transfer the two accused soldiers from military detention to a civilian jail facility.
The appeal was made during the first hearing at the Malolos City Regional Trial Court on the cases of kidnapping and serious illegal detention filed against retired Maj. Gen. Jovito Palparan, Master Sgt. Rizal Hilario, Lt. Col. Felipe Anotado, and Staff Sgt. Edgardo Osorio.
Anotado and Osorio, who earlier surrendered, were transferred and detained at the Philippine Army headquarters in Fort Bonifacio after their petition was granted by the local court to the dismay of militant groups and relatives of the missing students.
