Mining alarms Allacapan folks

ALLACAPAN, Cagayan — Local officials of Allacapan expressed alarm over manganese mining in a community based forestry area in Barangay Tubel this town that provides water for three municipalities (West Aparri, Allacapan and Ballesteros).

The municipal mayor with barangay and municipal officials inspected the area cleared by Philippine Mining Exploration and Development Corporation (PMEDC) last August 16. Together peasant groups in Cagayan, Katinnulong Daguiti Umili iti Amianan (Kaduami) and Rural Missionaries of the Philippines, LGU officials expressed dismay over the scraping of a large area for manganese and for iron ore. The company mining the area is Philippine Mining Exploration and Development Corporation (PMEDC), a Taiwanese firm with an exploration permit for an area of 2,194.59 hectares in Camalaniugan, Allacapan and Lallo.

The permit of two years approved August 26, 2010 was signed by their Executive Vice-President and General Manager, Atty Wenbin “Alex” Xiong. The LGU of Allacapan question the approval of the permit since in the permit itself, it stipulates “that no areas within adequately stocked forest/proclaimed watershed forest reserves/critical watersheds, and/or classified under the National Integrated Protected Areas System are excluded…” as provided in the Philippine Mining Act.
