Lawmakers question wisdom of costly CCT program

MANILA, Philippines – Lawmakers on Monday questioned the wisdom of allocating more than P300 billion more over the rest of President Benigno Aquino III’s term into the conditional cash transfer program when its impact has yet to be assessed and the basic infrastructure for health and education are not yet in place.
The CCT, Aquino’s cornerstone social program, aims to uplift the country’s poorest families through monthly handouts of P1,400 on condition that the mothers undergo regular checkups and children remain in school.
At the House of Representatives budget hearing for the Department of Social Welfare and Development, Secretary Corazon Soliman said the CCT will need P306.6 billion until 2016 for the program’s target of 4.6 million families.
