I refer to the news report, “Palace to hackers: No illegal acts needed to show discontent”, Sun Star, November 4th.

According to the so-called Presidential Communications Operations Office Secretary Herminio Coloma Jr. “there is no need to resort to illegal acts to express discontent in the way government handles current issues…”

The so-called Secretary issued the said message to the Anonymous Philippines, “a group of hackers that defaced 38 government websites over the weekend.”

The list of government sites which were intruded and hacked includes the website of the Office of the Ombudsman.

Mr. Coloma further stated in a media briefing that:

“There are sufficient avenues for free expression so there’s no need to resort to illegal acts…”


To that so-called secretary who said that there is no need to resort to illegal acts to express discontent in a way the government handles current issues, the question there is: what exactly, in the first place is the very reason why this hacktivists group had resorted to this kind of protestation?

What led these online activists to do the things that they’ve done?

What are they protesting and what are they condemning?

Mr. Coloma also said that “proper actions will be taken against the hackers.”

The question is: what action are you going to take to all those creatures who are involved with the pork barrel whether they are your allies and enemies; friends and nemesis?

How about the body of Jonas Burgos? What action does the bloody government are undertaking to put into the bar of justice those bastard satanic murderers who kidnapped, tortured and killed this humble peasant activist?

What action does the government is doing to locate even his remains (if there are still remains)?

Mr. so-called secretary, could you please answer that directly for purposes of the records?

To quote the words of Professor Randy David, “The President’s speech”, Public Lives, Philippine Daily Inquirer, November 2nd:

“Good governance is not all about preventing and punishing the theft of public funds. It is about putting effective systems of accountability in place so that the bad apples in government are spotted before they can hide behind the admirable record of others. It is also about setting new and higher standards of competence in public service and not being content with tweaking the old system. It is about applying stricter ethics, and demanding more from one’s own team, before one says anything about the shortcomings of the other party. It is about ending patronage and realizing the full promise of democracy.”

Second point: up to now, the Freedom of Information Bill (FOI) is still a Bill (is there a chance that this will become a law?), hence, what other avenues or means can these activists express their discontent and disgust with the government?

May I remind that so-called secretary that his boss during the campaign promised that this utterly necessary proposed law would be a priority, yet after winning the election, what the hell happened to the promise?

Are promised meant to be broken?

Let me state also that his boss always reiterate and says that his boss is the Filipino people, hence — WE ARE YOUR BOSS!

The whole world knows that the ultimate reason that triggers this whole issue is the gory and nefarious issue of DAP and PDAF: in one word, the bloody Pork Barrel!

A couple of days ago, the President himself spoke in a televised address to the nation to give his take on the whole matter.

The problem is: instead of clarifying the issue, he further muddles and confused the public. Indeed, he wasted a golden political opportunity to assert the ethical dimension of his regime, if ever he is sincere, if ever there is one and the moral crusade of his government, if ever that is true!

Consider the brilliant and straight to the point critical analysis of Ramon Casiple, “A Waste of Political Capital”, Yahoo News! Philippines, October 31st:

“What he did was to essentially defend pork barrel, including his discretionary funds, and to point to the grave abuse by legislators conniving with Napoles as the real issue. It was a pitiful performance, reminiscent of former Gloria Macapagal-Arroyo’s “I am sorry” admission during prime time. This time the cry was “We are not thieves.”

“In this respect, the speech was unnecessary insofar as the President is concerned. The surveys showed him as retaining his personal popularity among the people, their trust (nearly 7 out 10 Filipinos), and their satisfaction on his performance so far. What happened was his blanket defense of all his men and women, who at one time or another during the past three months were linked to the pork barrel scam.

“The worst thing that happened was that the many issues raised in the aftermath of the Napoles case were not addressed by the speech but rather firmly put by the president out of the loop.

“Questions such as: Were his own secretaries and allies in Congress involved with Napoles?

“Why did the Commission on Audit (COA) only covered the period of 2007 to 2009? Why did the Disbursement Acceleration Program (DAP) include adding more pork barrel funds to the PDAF of the legislators?

“Is the pork barrel really abolished or was it creatively transformed and hidden in the 2014 budget?

“Why is the Department of Justice (DOJ) filtering the information first before submitting it to the Ombudsman, thereby duplicating the work of the latter?

“What is the role of the inter-agency committee created by the President and composed of the DOJ and two independent constitutional bodies, the COA, and the Office of the Ombudsman?

“What is the President’s stand on the pork barrel system? What are the lessons to be learned from the Napoles case and establishment of the pork barrel system?”

Now, base on the foregoing, may I ask categorically that so-called secretary, can you blame our people if they are angry?

Can you blame the Anonymous Philippines in doing the things that they had done?

Mr. Coloma, do read the writings on the Walls and that is the truth:

We have been deprived of things which they have promised to give; what our late heroes have promised us to give.

Let us remind the government that fairness, justice and freedom are more than words. They are perspectives.

A march is happening, a revolution. A way to speak, a way to be heard.

On the fifth day of November, 2013, we will try to be a part of the history.

But of course there are those who do not want us to speak, and those who have doubts.

You can sleep, sit, go on with your everyday routine just like a herd of sheep and watch as the government laugh at you.

But if you see what we see, if you feel as we feel, and if you would seek as we seek… then we ask you to stand beside us, this fifth of November outside Batasang Pambansa and let us march our way to freedom – a freedom from the shackles of the Government.

You have been called; and by watching, you have been chosen.

To the “incorrupt” officials of the government, we are challenging you!

Join us!

The Corrupt – Fear us.

The Honest – Support us.

The Heroic – Join us.

We are Anonymous.

We are ONE.

The government, you are NONE.

We are legion.

On the 5th of November, Government – Hear and understand us, or EXPECT US!

You promised to take “proper action” against us; then be put on notice that we also promise to take proper and necessary action against you.

Tayo ngayon ay nagtitipon-tipon upang ipahayag ang ating nagkakaisang pagtutol at pagkilos laban sa walang pakundangan at walang kahihiyang pagnanakaw, pagwawaldas at pagbubulsa ng perang gobyerno na pinaghirapan at pinagpawisan nating mamamayan.

Ang mga nabulgar na P10 bilyong Napoles PDAF scam, ang P900 milyong Malampaya Fund Scam at patuloy nanabubunyag na mga PORK o butas-butas na sistemang pagbadyet at paggastos ng bilyun-bilyong pondong gobyerno na kalauna’y nahuhulog sa mga bulsa ng upisyal at pulitiko ay iilang kaso pa lamang ng malakihang pandarambong at katiwalian ngunit sapat nang makapagpasiklab ng ating kalooban!

Laluna’t karamihan sa atin ay patuloy na naghihirap at nagugutom. Nguni’t lagi na lang sinasabi ng mga nasa gobyerno na wala o kapos tayo sa pera para tugunan ang edukasyon, pa-ospital at gamot, kalusugan, pabahay, pang-rehabilitate at relief sa mga kalamidad, feeding sa mga bata at pagkain sa lugar ng kagutuman at gyera at ang repormang agraryo.

Ang daming pera pala, lakip na ang pondo ng Presidente at mga national government agencies na mas malaki.


TAYONG MGA KARANIWANG MAMAMAYAN – MGA MANGGAGAWA SA KOMUNIDAD, PABRIKA, PLANTASYON, MGA MAGBUBUKID, MGA KATUTUBO ANG HIGIT NA DAPAT MAGALIT AT MANINGIL! Tayo ang sinangkalan ng Napoles, Malampaya at iba pang scam. Tayo ang ginawang dahilan ng mga magnanakaw bakit kailangan nila ng pork. Gayong tayo ang pinagkakaitan at binigong makaahon sa kahirapan! Samantalang, tayong nakakarami—ang ating pinagsamang talino, pawis at hirap — ang lumikha ng yaman at pagsulong ng ekonomiya at bansang ito. Bukod pa, nagbabayad din tayo ng sari-saring buwis – withholding, sales tax, irrigation fees, prangkisa at iba pa.

MGA KABABAYAN: Ang nabubunyag ay hindi galaw lamang ng ilan o maraming mga upisyales ng bansa. Isa itong sistemang TRAPO—ng corruption at patronage na pinaglalaruan at winawaldas ang perang bayan at ang budget ng gobyerno para sa kanilang sarili, pamilya at dynasty.

Panahon nang wakasan ang bulok na sistemang ito. Magsimula tayo sa pag-alis ng lahat ng pork-congressional, presidential at lokal. At baguhin ang sistemang pagbabadyet ng pondo ng bansa. Unahin natin ang isang klaseng Universal Social Fund para tugunan nang sapat angedukasyon, kalusugan, pabahay, at iba pang pangangailangan ng karaniwang mamamayan. Gayun din ang para sa tunay na kaunlaran – ang pagbuhay at paglago ng ating mga industriya, agrikultura at serbisyong nakakalikha ng sapat, disente at regular na trabaho. At kayang tustusan ang ating sariling pag-unlad, hindi umaasa sa utang at pagbebenta ng ating lakas-paggawa sa labas ng bansa.

Kaming mga organisasyon, samahan at mga indibidwal na mga mamamayan ay nagsama-sama para ilunsad ang KILUSANG KONTRAPORK. Mula sa araw na ito, maglulunsad kami ng mga talakayan at pagkilos sa daan-daang komunidad sa buong bansa. Kasama ng mamayan, hindi kami titigil hangga’t hindi nalilikha ang isang malaking pagbabangon ng bayan para baguhin ang bulok na sistema ng ating pamamahala.

SCRAP THE PORK BARREL SYSTEM. We define pork barrel as all state funds subject to discretionary use and/or allocation by officials in all branches and in all levels of the government. We urge all Filipinos to push hard for the scrapping of the pork barrel system, and at the same time, to continue the discourse on the best alternative to take its place — an alternative that will fully serve the interests of our people as a whole, and will ensure that public money is strictly and absolutely for the use and benefit of all Filipinos, and not just the greedy few.

ACCOUNT FOR ALL PORK SPENT. We challenge all government officials, officers and employees who received, allocated, or otherwise made use of these discretionary funds to publicly make an accounting of the same. We call on all Filipinos to demand such action from all levels of government and to maintain utmost vigilance until these public servants have accounted for all of the pork, down to the last centavo. We encourage fellow Filipinos to launch and share their initiatives to press for transparency in all levels of government and in all kinds of government transactions .

INVESTIGATE AND PUNISH THOSE WHO MISUSE PORK. The pork barrel scandal goes beyond the Napoles scam. We Filipinos must sustain our demand on the government to show its determination to prosecute and punish not only its political enemies but also its own allies and appointees involved in the misuse of discretionary funds. We must continue letting our voices be heard until the guilty are convicted with finality and jailed, to serve as examples to those who may want to follow in their footsteps, that public money must be used solely and exclusively for the benefit and in the best interests of the Filipino people.

Labor group urges Napoles to bare all in open court


Perhaps everyone at this point in time, including politicians in Malacanang, want a share of a limelight from Janet Lim Napoles. So whether she is a real VIP or someone who finds Malacanang as the safest place to surrender had become the subject of wild speculations.

We heard the explanations of Presidential spokesperson Edwin Lacierda on the circumstances behind the graceful end of the August hunt for Napoles. We would leave the Palace do the explaining on this matter.

What is important now is we finally have Napoles. But the people are really not after her body, despite her VIP treatment last night. What we are more interested is how she is going to tell her story about the whole pork barrel racket. Will she bare all? Or will she be just another Jocjoc Bolante, Garci or Lentang Bedol in the making?

Our challenge is for her to bare all and for Malacanang to ensure that she is not coached or censored under custody. People were already suspicious about her VIP surrender. Malacanang cannot afford another blunder if Napoles comes out in tight lips.

One way to erase this suspicion is to hold the Napoles trial in an open court, similar to how the impeachment trial of Renato Corona was conducted.

A government’s ability to respect, protect and fulfil human rights – social, cultural, political, economic and civil –
will ultimately be defined by the levels and systemic nature of corruption in those States.
United Nations Convention Against Corruption

Fighting corruption is central to the struggle for human rights.

Government’s capability to implement the human rights obligations to its constituency, without transparency and accountability, is eroded if not restricted or blocked by the degree of corruption which its governors are unable or unwilling to stop. Corruption must be linked to human rights.

Unchecked corruption violates human rights. The perpetuation of corruption diminishes the possibilities of a quality of life worthy of human dignity for thousands if not millions of Filipinos.

The Philippine Alliance of Human Rights Advocates thus unites

with the people’s outrage against the command conspiracy of state and non-state actors to plunder of Napoles-ian scale and style the people’s money ear-marked in the Priority Development Assistance Fund (PDAF) for the welfare and upliftment of people, particularly of people living in poverty and of the vulnerable sectors;

with the call to abolish, not just rehash, the PDAF;

to investigate and bring the perpetrators to justice; with the truth that the PDAF is just less than 1.5 percent of the total government budget that has been exposed; that we have not looked closely at the 98.5 percent as, for instance, the fertilizer scam happened with the agency budget and not PDAF; that the COA special audit covered only expenditures made prior to 2010;

with the urgency now more than ever to push the people’s initiative for the Freedom of Information Bill for we cannot delude ourselves that a change of administration takes away the venues and schemes of corruption and corruptive practices;

with all those who will form people’s monitoring mechanisms not only to monitor in the dispensing of people’s money but in ensuring that such expenditures respect, protect and fulfill their human rights.

PAHRA is confident that, in Ka Pepe Diokno’s words:

Mahal kong mga Kababayan,

Nananawagan po ng pagkakaisang-loob ang munting liham na ito para sa ating lahat na mga tunay na mga anak ng bayan at sa buong mamamayang Pilipino hinggil po sa napakalaking isyu’t suliranin na kasalukuyang kinakaharap ng ating bansa.

Muli po tayong nahaharap sa isa na namang pagsubok na muli pong susukat sa ating lahat, hindi lamang po bilang mga Pilipino, kundi bilang mamamayan din ng daigdig!

Batid ko pong hindi lingid sa inyong kaalaman na ang tinutuloy ko pong problema ay ang malawakang nakawan, lantarang pandarambong, walang habas na paglaspag at sistematikong pagnananaw ng pondo at kaban ng bayan.

Ito po ang nakalaking problema hinggil po sa usapin ukol sa Pork Barrel, na sa akin pong paningin ay siyang isa sa ugat ng mga problemang tinukoy ko sa itaas.

Sa punto pong ito ay ibig kong kilalanin ang ambag ni dating senador Lacson hinggil sa usaping ito. Mula’t mula pa noon ay tutol na siya sa ‘prinsipyo’ at lalo na sa implementasyon ng Pork Barrel.

Lubha po akong sumasang-ayon sa senador na ang pork barrel ay isa sa ugat ng malalang korapsyon sa bansa!

Ngayon po, dahil sa masigasig na pagtugaygay ng mga kapatid natin sa midya at mga independienteng mga manunulat at mananaliksik ay unti-unti na po nating natutunghayan at nakikita ang kahindik-hindik, karimarimarim at lantarang kalapastangang gawa ng usaping ito sa buong bansa.

Ibig ko pong magpugay sa pahayagang Philippine Daily Inquirer na kauna-unahang dyaryo na naglunsad ng sunod-sunod na pagsisiwalat at masinop na pagbubulgar ng delubyong ito.

Sadya po talagang nakagigimbal ang kalunos-lunos na katotohanang ito na nakalulungkot man pong sabihin ay batid na din natin noon pa! Ngunit ngayon lamang po natin sadyang nalaman o unti-unting nababatid sa kabuuan ang lalim at lawak ng pinsalang dulot ng anomalya at korapsyong ito!

Isa pa po sa lalong nakapanlulumong impormasyon ang hindi mapapasubaliang katotohanan na hindi lamang po si manunubang Napoles (at kapatid niya) ang damay dito, ngunit lumalabas na kabahagi, katuwang at kasapakat din niya ang ilan (hindi pa po natin batid ang eksaktong bilang) ng ating mga Tongresmen, Senadogs, mga peke at di umiiral na NGOs diumano at gayundin ang ilang mga prayle.

Kasumpa-sumpa po ang mga hayop na mga baboy na ito sa kanilang gawi, kalabisan ng sabihin na sila po ay talagang mga masasamang-loob, walang mga kaluluwa at itim ang mga buto!

Sa turan nga po ng isang senadora: MGA BABOY TALAGA!

Hayaan po ninyong sipiin ko ang ilang mga pananalita mula sa isang talumpati ni senadora Miriam Defensor Santiago:

“If I die, it will not be because of my blood pressure but because of my enemies. Biro mo sa diyaryo, 5 senator ang kasangkot, persons of interest, sa isang P10 billion scam. Billion, hindi million, B as in baboy talaga…”

Kasunod po nito ay nanawagan din ang senadora sa kanya niya mambabatas na sangkot sa eskandalong ito na magsumite muna ng “leave of absence” hindi bilang pagtanggap nila ng kasalanan, kundi kanilang kortesiya sa publiko at mamamayang-Pilipino ng sa gayon ay maging daan ito upang makausad ng maayos ang proseso ng imbestigasyon at mabilis na mahalukay ang buong pangyayari ng sa gayon, kung magkagayon nga ay lumabas ang buong katotohanan.

Nanawagan din po ang senadora sa kanyang mga kasama na nasasangkot sa usaping ito na magsabi ng buong katotohanan sa taong-bayan. Ito ay sa kabila ng kanilang kabatiran na marami sa ating mga kababayan ang naghihirap at naghihikahos sa buhay!

Paano nila nagagawa o masisikmura ang bagay na ito?

Ayon pa sa Senadora:

“Naghahanapbuhay ang ibang tao, umulan, uminit, lalabas ka. Pag-uwi mo, dadaan ka pa sa battlezone, the classic problem in Metro Manila (traffic). Nakikipag-away ka. Kung ikaw naman housewife, mamalengke ka, halos lahat ng bilihin tumataas, wala kang magagawa. What do you have to say about this, niloloko tayo ng mga ito ah!”

Kalabisan ng sabihin, ngunit sang-ayon din ako sa maanghang na salitang binitiwan ng senadora na:

“I wanted to nuke the entire Senate building. That banner story is supported by affidavit, statements under oath. There is prima facie evidence against the senators. Prima facie means on the face. Mukha pa lang, makapal na.”

Mga kababayan, hindi po natin malulunasan ang suliraning ito sa pamamagitan lamang ng pagmura at pagtungayaw sa mga mga dayukdok at satanistang mga nilalang na kasangkot sa kababuyang ito!

Nutnutan na po ang kapal ng kanilang mga pagmumukha at sagad na po sa tigas ang kanilang mga apog!
Wala po silang konsepto ng dignidad o etika o konsiyensiya o moralidad o delicadeza o dangal! Sila po ay mga talipandas at mga animales na mas masahol pa sa pinakamaruming hayop!

Panahon na po na sila ay itakwil sa publiko at papanagutin sa kanilang karumal-dumal na krimen sa taong-bayan!

Kung kaya po, sumasang-ayon ako sa posisyon noon pa man ni senador Lacson na buwagin o ibasura na natin ang sistema ng Pork Barrel.

Inaanyayahan ko po ang ating mga kababayan na tunghayan po ninyo ang privileged speech ng nasabing senador na may titulong “Living without Pork”, na kanya pong binasa’t ipinahayag sa kapulungan ng Senado noong ika-11, ng Marso taong 2003.

Ako po ay umaayon din sa panukala, suhestiyon at payo ni senadora Santiago kay Pangulong Aquino na magtalaga ng mga retiradong Mahistrado ng Kataas-taasang Hukuman (Korte Suprema) tulad nila Mahistrado Amorfina Herrera at Flerida Ruth Romero na mga taong marangal at hindi makukuwestiyon o mapapasubalian ang karakter, pagkatao at integridad na tatayo at gagampan bilang mga ispesyal na taga-usig (special prosecutor) upang mag-imbestiga at mangalap ng mga ebidensya, testimonya at lahat ng dokumento na konektado sa usaping ito.

Ang ispesyal na lupon din po ng mga taga-usig na ito ay nararapat lamang na bigyan ng malawak na kapangyarihan at diskresyon upang magawa ang kanilang tungkulin. Kasabay nito, umaasa din tayo na sa lalong madaling panahon ay makapagsumite ng resolusyon at mga rekomendasyon ang nasabing lupon.
Ibig ko lamang din pong susugan o dagdagan ang mungkahi. Magalang ko pong ipinapayo na kung maaari ay gawing kasapi din ng lupon na ito ang Kalihim ng Katarungan.

Naniniwala din ako sa integridad, katapangan, kahusayan at kabutihang-loob ni Kalihim De Lima.
Karapat- dapat mong ang mga mararangal at mabubuting taong gaya nila ang umupo sa ahensyang itatayo o ilulunsad upang siyasatin at imbestigahan ang buong isyu at eskandalong ito!

Hamon sa Pangulong Aquino

Ginoong Pnoy, inihalal po kayo ng malaking bahagi ng ating mga kababayan sa ilalim ng inyong programa o plataporma na “daang matuwid”. Ngayon po ay nahaharap sa sangandaan ang ating bansa. Hinahamon ko po kayo, sa ngalan ng ating mga kababayan na patunayan po ninyo ang katotohanan at katwiran ng sinasabi ninyong “tuwid na landas” ng pamamahala. Patunayan po ninyo na hindi baliko o baluktot ang nasabing landasin! Patunayan po ninyo na hindi baku-bako o lubog sa baha ang tuwina’y tinuturan ninyong daan!

Magalang ko pong iminumungkahi na malalim po ninyong pag-aralan ang pagbuwag at tuluyang pagbasura sa pork barrel.

Kasabay po nito, huwag mo ninyong patawarin at palagpasin ang kababuyan at kalapastanganang ginawa; ito ay masakit man pong sabihin ay ginawa pa ng mga mambabatas na sa halip na silang unang tumalima at sumunod sa batas ay sila pang promotor at numero unong sumansala, bumaboy at yumurak di lamang po sa ating mga batas, kundi po sa karapatan at kagalingan ng lahat ng mga Pilipino. Binaboy din po ng mga hayop at talipandas na mga ito ang ating imahe at dangal sa paningin ng pandaigdigang komunidad!

Wala pong kapatawaran ang kanilang mga kahayupan at kababuyan!

Tulad nga po ng tanong ninyo noong inyong nakaraang SONA: “Saan po kayo kumukuha ng kapal ng mukha?”

Mahal na pangulo, pakitanong po itong muli sa harap ng kanilang mga pagmumukha!

Gamitin po ninyo ng maayos, noble at risonable ang lahat ng kapangyarihang ipinagkaloob sa inyo ng ating Saligang-Batas, upang maituwid ang karimarimarim na kawalanghiyaang ito!

Gamitin din po ninyo ng mahinusay, marangal at kaaya-aya ang lahat ng kapangyarihan ng ating pamahalaan at lahat ng mga institusyon nito upang habulin, papanagutin at pagbayarin sa harap ng batas at dalhin sa talampakan ng Hustisya ang mga salarin, halimaw, demonyo at mga dayukdok na ito!

Huwag po kayong matakot na gawin ang nararapat at makatwiran! Huwag po kayong mag-agam-agam o mag-atubili! Huwag po ninyong isipin ang kanilang magiging kontra-atake; kasama po ninyo kami, mahal na pangulo sa krusada at pakikibakang ito! Patunayan din po sana ninyo na kasama nga naming kayo!

Muli, sa ating pong mga Kababayan,


Huwag po nating kalimutan na ang “payapang pampang ay para lamang sa mga pangahas na sasagupa sa alimpuyo ng alon sa panahon ng unos”.

Ibig po natin ng pagbabago, kailangan po nating kumilos upang magkaroon ng pagbabago! Sa atin pong mga sama-samang hakbangin at kolektibong pagkilos magmumula at bubukal ang pagbabago at transpormasyon ng ating lipunan!

Hindi po lahat ng panahon ay panahon ng pananahimik, sapagkat lahat po ng panahon ay panahon dapat ng pagpapasya! Hinihimok ko kayong lahat na gampanan ninyo ang inyong mga tungkulin, hindi lamang bilang mga mamamayan ng bayang ito, kundi higit pa, bilang mga mabubuti at mararangal na tao: lumahok at lumabas po tayong lahat sa ika-26 ng Agosto!

Magkaisa po tayo’t magbuklod, samahan at damayan po natin ang isa’t-isa upang muli nating ipakita sa pamahalaang na nasa atin ang Kapangyarihan! Na Tayo ang Lakas, na Tayo ang Lahat!
