Ang December 10, 2015 ang huling HR Day sa termino ni Pnoy bago ang paparating na eleksiyon 2016 sa Mayo. Pagkakataon ito upang tasahin ang kaniyang performance sa HR at ilunsad ng HR community ang kampanya para sa HR Agenda for 2016 Election.
Habang hindi naging prayoridad sa termino ni PNoy ang karapatang pantao, nagbabanta naman ang pagwawalang bahala at paglabag sa karapatang pantao ng sinumang papalit na mga pinuno ng bansa.
Nagpapatuloy ang paglabag sa karapatang pantao.
Ang kahinaan ng tuwid na daan ni PNoy ay ang kawalan nito ng paninindigan sa maraming usapin ng karapatang pantao. Nangibabaw ang pagpapahalaga sa kita ng iilan at pag-unlad na agresibong sumagasa sa karapatan ng maraming sektor sa bansa.
Binabaha’t binabagyo na ng sakuna ng kalikasan, binabaha’t binabagyo pa ng paglabag sa karapatang pantao ang mga mamamayang mahirap sa bansa.
Marami sa mga kapatid na katutubo at lumad ang pinatay, inagawan at pinalalayas sa kanilang lupaing ninuno. Habang humaharap pa ang mundo sa delubyo’t sakunang dulot ng papalalang pagpapalit ng klima, patuloy na winawasak ang kalikasan at hinuhuthot ang likas na yaman ng bansa ng mga malalaking abusadong kumpaniya, binibiktima pa ang kanayunan ng militarisasyon, pandarahas at gera.
Patuloy ang mga demolisyon sa ngalan ng pangangapital. Nanalanta rin ang kontraktualisasyon sa manggagawa habang patuloy ang atake sa karapatang mag-unyon at mag-organisa. Hindi naaksiyunan ang isyu ng mga magsasaka at mga kinukurap at pinagsasamantalahan pa ang pambansang kaban sa halip na matugunan ang mga pangangailangan.
Habang ang mga nagtatanggol naman ay pinapatay, kinakasuhan, hinuhuli at ikinukulong. Sunod-sunod ang libelo sa mga Human Rights Defenders. Marami ang may banta sa kanilang seguridad. Sa halip na proteksiyon ay pagsasawalang aksiyon pa sa mga kasong katulad ng tortyur, enforced disappearance, extra judicial killings atbp.
Nahirapan ding maipasa ang mga batas para sa mamamayan halimbawa ay ang Freedom of Information Bill, ang pagrepeal ng Mining Act of 1995 at pagreporma sa industriyang nananalanta sa buhay at kalikasan atbp.
Inuna kasi ang kita kaysa kapakanan at karapatan. Sinagasaan ang karapatan ng mamayan sa tuwid na daan.
Patuloy ang pagsagasa sa HR
Sa maagang yugto pa lamang ay masisilip na natin kung anong uri ng pamumuno mayroon ang mga susunod na mahahalal.
Kung si Roxas ay ipagpapatuloy lamang ang tuwid na daang nasubok na, may Binay namang pro mining din at puno ng isyu ng kurapsiyon at kapit tuko sa kapangyarihan ang dinastiya.
Malaking kapahamakan din ang dala ng pamumunong Duterteng nagwawasiwas ng kamay na bakal at isang Grace Poe na tahimik din sa isyung katulad ng mina atbp.
Sampal din sa atin ang pamamayagpag ni Bong-bong Marcos sa hanay ng kabataan, ang lantarang pagtatanggi at pagsisinungaling sa nagawang kasalanan sa kasaysayan.
Mula dito ay ilulunsad natin ang kampaniyang edukasyon, popularisasyong akma at napapanahon… sa layuning…

Road Safety Campaign Launched to Commemorate 1st Death Anniversary of the Bontoc Bus Crash

Manila, Philippines. On the 1st Anniversary of the GV Florida Bus Crash in Bontoc last February 7, 2015, the group, DAKILA, co-founded by Tado Jimenez, one of the 15 casualties of the bus crash, launched the campaign, Para! Sa Pilipinas. Para! Sa Pilipinas is a road safety campaign which taps into the power of commuters to hold transport operators and government agencies accountable for providing comfortable, dependable, environment-friendly, affordable and, above all, safe public transportation.
According to Micheline Rama, Creative and Strategy Director of DAKILA, “The cornerstone of this campaign is the Para! Po reporting tool, which empowers commuters to report whether or not the operators of the bus they are riding, have complied with existing rules and regulations. Smoke-belching, lack of visible plates, reckless driving, obstruction of traffic, overloading — these are all violations that commuters can report on using the Para! Po tool. Right now, it is geared towards monitoring of public utility buses (PUBs) operating in metro and provincial lines nationwide, but will hopefully soon be adapted to other forms of land transportation.”
“More than just a complaint mechanism, it can also monitor compliance and identify exemplary bus lines. As the reports come in, we’ll also be able to track the performance of bus operators and share information back to the public. Commuters will soon be able to choose bus lines based in track records, patronize well-rated bus lines, and avoid those with negative reviews.” Rama added.
The launch of the campaign coincided with the 1st anniversary of the GV Florida Bus Crash, which claimed the lives of 15 people last February 7, 2014. Among those who were killed was artist-activist Arvin Jimenez, more popularly known as the comedian, Tado.
DAKILA Executive Director, Leni Velasco said, “The campaign in itself was conceptualized to honor and continue the fight for Tado’s advocacy on road safety. There is no better way of paying tribute to the life of Tado but to continually seek for reforms in the transportation system so that this kind of tragedy will not happen again.”
Last February 4, families and friends of those who perished and survived in the bus crash in Bontoc gathered at Sev’s Café Malate to commemorate the 1st anniversary of the crash. Among those who offered performances during the event were Noel Cabangon, Vice President of the artist collective DAKILA, musician Nityalila and Burn Belacho, guitarist of David Sicam’s band, Kinaiya. Families and friends of the victims also organized similar events last February 7 for David Sicam and Gerard Baja at Ta-as Café, and last February 8 for Chris Cabardo at Cabino Bar. A bike tour was held last February 7 in Marikina City for Tado. A ritual and mass was also held at the crash site in Bontoc. At the same event, writer and DAKILA President Lourd de Veyra and filmmaker Jim Libiran performed spoken word from an excerpt of “100 Must Do of Tado Before He Dies” taken from Tado’s book, Nagiisa Lang Ako.
DAKILA will be sharing the Para! Po information to the LTFRB and the bus operators themselves so that they may be made aware of feedback direct from ordinary commuters. “We hope to work with them to improve the quality of public transportation in the Philippines”, added Velasco.
A beta version of the tool was made available last Monday, 9 February, 2015. Micheline Rama in ending said, “We encourage commuters and concerned citizens to contribute their reports, as well as provide any feedback on the tool to help the team continue to optimize and improve it over the coming weeks. We’ll also be rolling out additional information and features as the campaign progresses.”

In Solidarity with the International Student Movement, The Sigaw ng Kabataan Coalition is calling for a National day of Action to reclaim Education. We will UNITE in solidarity, because no matter where we live, we face the same struggle against profit-driven interests and their hold on education. Budget cuts, outsourcing, school closures, climbing costs of living and tuition fees among other phenomena, are all linked to an increasing commercialization and privatization of education. Uniting globally is our answer to these obstacles – fighting for emancipatory education for all.
Students across the globe especially in the Philippines are drowning in debt. These debts, supported by the individualistic notion of “investing in one’s own future”, must be re-paid by selling our future labor. The increasing pressure to perform is sickening; the restrictions on access to education must be resisted! Everyone should have equal access to education, regardless the socioeconomic status.
The logic of the market and corresponding nation-state requires that conformity, competitiveness and profits take PRIORITY over developing the capabilities for emancipatory thinking. Both depend on consumers, cheap labor and “consent of the governed” – not individuals living self-determined lives. Hence, this is not only a student’s issue, everyone is affected! The present system educates us solely within the boundaries of what is compatible with the capitalist paradigm.
As a result, education systems primarily consist of knowledge factories which seek to reproduce the logic of the market with all its consequences. This leads to the commodification of knowledge, precariousness, and fosters the ideas of consumer culture among students.
We strongly call for the allocation of 6% of the Country’s Gross National Product to Education.
We are all struggling against symptoms of the currently predominant economic system and will only be able to overcome it by uniting our efforts.

Many are unaware that the impacts of the tragedies caused by recent typhoons that hit the country, as well as the issue on the Torre de Manila construction that ruins the sight line of the Rizal Monument in Manila, are results of improper land use planning in the Philippines. The effect of improper land use planning was most evident when Typhoon Yolanda, the strongest typhoon that hit the Philippines, claimed thousands of lives, displaced families and communities, and disrupted business and economic activities.
Using the theme “A Safer Future for All of Us” the photo contest will be highlighting effects of proper and improper use of lands, impacts of disasters and climate change, food security, sustainability, and the need for the National Land Use Act.
The Campaign for Land Use Policy Now (CLUP Now!) aims to raise the awareness of the public on the impacts of proper and improper land use planning in the country. Through people’s participation, the importance of proper land use, as well as the urgency of passing the National Land Use Act in the Senate will be highlighted.
MECHANICS
The photo contest is open to all residents of the Philippines. Each contestant may submit a maximum of two (2) entries.
Photos should be in digital format (JPEG / RAW), and must not be digitally edited aside from cropping, and adjusting brightness and contrast. Putting watermarks is also not allowed. If the photo is edited, please also send the original file.

This week Bahay Tuluyan sent copies of this photo to the President of the Philippines, Mayor of Manila, Secretary of Justice, Secretary of DSWD, Chairperson of the Commission on Human Rights and various media outlets. It was taken inside a government shelter for children, Reception and Action Center Manila, better known as ‘RAC’, on 12 October 2014.
Since 2008 Bahay Tuluyan has repeatedly called for the horrific treatment of children inside RAC to be stopped. Nothing has happened. The child in this photo is clearly severely malnourished, unwell, completely naked and lying on a cement floor, outdoors. At the date this photo was taken he had been in the care of RAC for seven months. He had not received any medical treatment. On release to Bahay Tuluyan he had a black eye and initial medico legal examinations indicated he had ‘multiple injuries secondary to mauling’.
The letter we sent accompanying the photo included the following:
‘The conditions inside RAC are abysmal. Children are detained in this center without charge yet are treated worse than criminals. They are denied the most basic rights – adequate food, clean water, bedding and even clothing. Moreover not only are children denied contact with their families but their families are often not even notified that they are being held inside RAC.
Children inside RAC are brought there by government officials, police or barangay tanod, often after having been beaten or mistreated. Most of the time the children do not even know why they are being taken to RAC, with workers there citing various reasons for admission; ‘rescue’, curfew or commission of an offence. Accordingly, children accused of committing offences are detained in the same quarters as those who have supposedly been ‘rescued’ for protective purposes. The beating and abuse continues inside RAC with children being both physically and sexually abused by both staff and fellow children.
Bahay Tuluyan, along with its many partners, has been advocating for better conditions in RAC since 2008 (refer especially to Sagip or Huli: Rescue of Street Children in Caloocan, Manila, Pasay and Quezon Cities, 2009) and has involved the Manila City government, DSWD and CHR in various discussions about the above mentioned concerns (please see attached letter). Despite this there has been no change in the conditions in RAC during that time.
This horrific treatment of children can not continue. Adequate policies and laws exist in the Philppines to regulate the running of child caring institutions to appropriate standards yet this institution, run by government, falls far below those standards.
We request you to IMMEDIATELY SUSPEND the operations of RAC until it meets DSWD standards of accreditation and can assure that children will be treated with the dignity they deserve.’

We are starting an online campaign to disseminate information about the Global Campaign to Dismantle Corporate Power & Stop Impunity. Launched in June 2012, the campaign was established to facilitate a cooperative movement of solidarity between existing local, national and global movements and networks in order to increase the visibility of campaigns of resistance to transnational corporations (TNCs) around the world.
As a result of ongoing violations of human rights by TNCs such as the 2013 Rana Plaza disaster in Bangladesh that killed 1,132 factory (mostly female) workers, the 2012 Marikana massacre of 34 miners in South Africa, the ongoing destruction caused by Shell in Nigeria’s Ogoniland and by Chevron in the Ecuadorean Amazon as well as the human rights violations linked to the Cerrejon Coal mine in Colombia – along with countless others – the need for radical action to control the devastating violations by TNCs has never been more urgent.
In order to push the United Nations Human Rights Council (UNHRC) to adopt this type of binding Treaty, a coalition of social movements, networks and civil society organizations has been organized a full week of mobilization on the occasion of the 26th session of the UNHRC session from June 23-27 in Geneva. Our very own Fr. Joy Pelino and Rene Pamplona of SAC Marbel will be participating in the event to expose Glencore/Xstrata’s violations in TAMPAKAN.

Fighting Impunity is the theme for the 26 June 2014 global campaign. Chosen by IRCT members around the world, the aim is to speak out about impunity, and to encourage support for survivors of torture so we can bring an end to the crimes of torture.
On 26 June each year the world unites to honour and support victims and survivors. The date – which has been marked by celebrations since 1998 – gives us the opportunity to stand united against torture while remembering the significance of the 26 June, when the United Nations Charter was signed in 1945.
Impunity is the failure of the state to fully investigate violations; to bring to justice and punish perpetrators; to provide victims with effective remedies; and to take all necessary steps to prevent a recurrence of the violation. This year’s theme is no doubt one applicable in many contexts.

Amnesty International produced a video for the launch of its Stop Torture Campaign in the Philippines. The interviews were conducted with family members of two torture victims.
