Sanlakas vehemently condemns the brutal killing of Cebuano lawyer-activist Rex Fernandez.

To date, Fernandez is the 64th lawyer assassinated under President Rodrigo Duterte, himself a lawyer. Human rights defenders, among them lawyers, have been defenseless targets of murderers who remain at large. Their fault lies in their vigilance and persistence in defending the poor and marginalized as well as being active in causes for social change. The unabated killings make more evident the complicity of the Duterte Government in both encouraging attacks on human rights defenders and failing to exact justice from perpetrators.

One of the first challenges I faced working in a Philippine human rights NGO was the working language. By this I don’t mean the often confusing mix of English and Tagalog, but the amount of abbreviations you can sometimes hear in just one sentence.

The first case I got involved with at TFDP I could’ve not understand a thing without knowing what are DENR, DAR and CARP, or in other words, Department of Environment and Natural Resources, Department of Agrarian Reform and Comprehensive Agrarian Reform Program. Not to feel like a complete idiot while just having an everyday conversation with someone from the Philippine NGO field, you also should be comfortable with acronyms for Department of Justice (DOJ), Commission on Human Rights (CHR), Department of National Defence (DND), Department of Budget and Management (DBM) and so on and so on.

However, the very first strings of letters that got me confused were the ones next to the family names on the folders beside my desk – What are all these EJKs, ARDs and HARs?

Atty. Jose Aaron Pedrosa, Jr., 29, a Board Member of the human rights organization Task Force Detainees of the Philippines (TFDP) and leader of the multi-sectoral organization SANLAKAS, was arrested in Sitio Mahayag, Barangay Subang Daku, Mandaue City on November 25, 2014 at around 1:45pm. He was arrested by more or less twenty (20) police officers headed by a certain Miguel Andiza while pleading to the police to stop harassing the residents over yet another case of forced eviction against them. According to Pedrosa, the police attempted to drag the residents, most of whom were women, into the Bureau of Jail Management and Penology (BJMP) vehicle. Atty. Pedrosa was brought to Police Station 2, Mandaue and charged with Obstruction of Justice.

Aside from Atty. Pedrosa, a community leader named Jessica A. Zuniga, 22 years old, was also arrested.

We now urge government authorities for the immediate release of Atty. Jose Aaron Pedrosa and Jessica A. Zuniga, since the main reason for their arbitrary detention is to suppress their activities in defense of human rights. Guarantee in all circumstances the physical and psychological integrity of both Atty. Pedrosa, and Ms. Zuniga, as well as of all human rights defenders in the Philippines. And, put an end to all acts of harassment, including at the judicial level, against Atty. Aaron Pedrosa, Ms. Zuniga and all human rights defenders to ensure in all circumstances that they are able to carry out their work without any hindrance and fear of reprisals.

The Mindanao Human Rights Action Center (MinHRAC) seeks candidates to the following positions under its Protection Monitoring and Legal Assistance Project funded by the United Nations High Commissioner for Refugees (UNHCR).

1. PROJECT ASSISTANT – The Project Assistant will provide administrative and project support to the Legal Aid Officer and the Protection Monitoring team based in the Cotabato City Headquarters.

SKILLS AND QUALIFICATIONS:
• College graduate
• excellent writing and communication skills;
• ability to handle large volume of work and have excellent organization skills;
• strong attention to detail
• ability to deal with time pressure and a demanding work environment;
• willingness to travel to remote parts of Mindanao
• excellent interpersonal skills, team worker;
• ability to take initiatives and be flexible and adaptable in a changing environment
• working knowledge of Microsoft Office applications
• working knowledge of any of the languages spoken in Mindanao considered an advantage;
• significant experience living and working in ARMM communities preferred but not required;
• prior work experience with public interest organisations focusing on human rights preferred but not required.

2. STAFF LAWYER / LEGAL AID OFFICER – The Staff Lawyer / Legal Aid Officer will be part of the MinHRAC quick response and legal aid team , in addition to serving as resource person on human rights and international humanitarian law trainings and orientation sessions.

In addition to the qualifications above, candidate for Lawyer position must be:

• willing to be based either in Cotabato City or Zamboanga City
• a member in good standing in the Philippine Bar
• preferably with 2 years’ litigation experience.

Parents dare Palparan: Face us

The families of missing University of the Philippines students Sherlyn Cadapan and Karen Empeño dared fugitive retired general Jovito Palparan to turn himself in and face them.

They want to confront Palparan about a statement he made through his lawyer on Friday saying that he would not surrender because the missing students were still alive.

The two students have been missing since 2006.

Lawyer Edre Olalia, counsel of the Cadapan and Empeño families, said Palparan should “stop putting [his own] lawyers on the spot… [by making them] trifle with the emotions of suffering mothers [when they issue] recklessly bare claims that their young and abused daughters are still alive.”

Palparan’s lawyer, Jesus Santos, wrote the National Bureau of Investigation on Feb. 1 to say that the missing students were alive.

Palparan’s statement also said that the fugitive retired major general would “try [his] best not to surrender since the filing of the cases against [him] was done illegally.”
