Umabot sa 800 face masks ang nagawa ng grupong Tabak Sangre para sa mga health workers ng lungsod.

Ayon sa presidente ng Tabak Sangre na si Phem Baliwag, ito ang kanilang paraan para makapag-ambag sa pagpuksa sa pagkalat ng COVID-19.

Noong Miyerkoles ng gabi, nagtungo ang grupo sa ilang ospital sa lungsod para personal na mamigay ng face mask.

Sa ngayon, may mga nagdo-donate na daw sa kanila ng tela at garter na gamit sa paggawa ng face masks.

Philippines must demand compensation, SC justice says

MANILA – It was an “aggressive” Chinese militia vessel under the command of China’s People’s Liberation Army (PLA) that rammed a Filipino fishing boat anchored off the coast of Recto (Reed) Bank in the West Philippine Sea on Sunday, a senior Supreme Court justice said Friday.

This is contrary to the Chinese government’s claim that a Chinese fishing boat was involved in the incident and that crewmen attempted to rescue the 22 Filipinos thrown overboard.

“No other coastal state have fishing vessels purposely designed for ramming other fishing vessels,” Carpio said in a statement.

“Captains of ordinary Chinese fishing vessels do not engage in ramming for fear of inflicting damage to their own vessels,” Supreme Court Senior Associate Justice Antonio Carpio said in a statement.

“It is thus highly likely that a Chinese maritime militia vessel rammed the Filipino fishing vessel F/B GEM-VIR1,” he said.

There are many what if’s – most of them dreadful – surrounding the Sunday (June 9) arrest of veteran Mindanao journalist and development worker Fidelina Margarita “Gingging” Avellanosa-Valle.

A brief rundown of the case: Shortly past 11 a.m, journalists got an alert posted from Valle’s son, Rius, the Mindanao spokesperson of the Save Our Schools Network. He said police had nabbed his mother at the Laguindingan Airport as she was about to board a plane back to Davao City, after giving a writing workshop in Pagadian City for the Rural Missionaries of the Philippines (RMP).

Rius said Margarita, a writer for community and national news outfits and author of books and research papers since the 1980s, had managed to call a religious sister. She identified the arresting officers as members of the Criminal Investigation and Detection Group (CIDG).

Mindanews’ Carolyn Arguillas would later quote Sister Mila Gimeno of the Missionaries of the Assumption (MA) recounting Margarita’s message and hearing the journalist arguing for her rights. From the sounds heard in the background, force was used, the nun said.

Fresh from their taxing jobs in the elections and the Balik Eskwela campaign during the school break, some teachers are now gearing for another academic year with resentment over being overworked and underpaid.

Currently, entry-level public school teachers (Teacher 1), which have a Salary Grade 11 under Tranche 4 of the Salary Standardization Law, earn a monthly salary of P20,754.

Such pay may be unattractive to entice qualified and competent educators to teach in public schools, with their roles covering handling big classes amid poor school facilities, among others.

The Alliance of Concerned Teachers (ACT) said the current teachers’ pay is not enough to cope with the rising prices of goods and services as it falls short of the estimated P23,660 monthly income that a family of 5 needs to get by, per a study of think tank IBON Foundation.

A civil society group on Sunday said China was repeating the mistakes of international creditors from the 1970s by imposing “conditionalities” on its loans.

Lidy Nacpil, coordinator Asian People’s Movement on Debt and Development, said that like in the 1970s, China has been imposing conditionalities on its loans such as choosing Chinese companies and workers for China-funded projects.

Nacpil said that while China offers lower interest rates for its loans compared to market rates, commercial banks would never tell borrowers what company to hire or which nationalities should work on a project.

“It’s because China has not learned from the many critiques that some of the governments in Europe have already taken heed,” Nacpil said in an interview with ANC.

Nacpil also said Filipinos should be wary of China’s financing for energy projects which tend to favor coal plants and massive hydroelectric projects.

At least 8 rights guaranteed by the Philippine Constitution have been violated by the enforcement of government policies in its intensified anti-drug campaign, showed a study by the Ateneo Human Rights Center (AHRC) released Friday.

In examining the legal framework of “Oplan Tokhang,” government’s controversial knock-and-plead crackdown on drug suspects, AHRC said authorities violate the rights to due process, equal protection of the law, unwarranted searches and warrantless arrest/arrest without cause, the right against self-incrimination, right to counsel, presumption of innocence, information, and health.

It said these rights were being “affected and made vulnerable by the government” in implementing Oplan Tokhang.

A group of lawyers accused of plotting the ouster of President Rodrigo Duterte on Monday called the claims “rubbish,” as they claimed they were too busy defending human rights.

The National Union of Peoples’ Lawyers hit a report on Manila Times, which quoted “highly placed source in the Office of the President” that “there is a plot to discredit the President and destabilize his government.”

“Criticism is not ousting. Lawyering is not destabilizing. At bottom, this allegation is not worth the paper it is written on. It is putrid rubbish. Garbage in — and so must — garbage out,” NUPL said in a statement signed by its chairman Neri Colmenares, president Edre Olalia, secretary general Ephraim Cortez, and adviser Carlos Zarate.

Makabayan Chairman Neri Colmenares and several progressive groups asked the Supreme Court on Thursday to block a $62-million loan from China to fund the construction of the Chico River Dam.

The petitioners argued the deal was unconstitutional because it contained a confidentiality clause that violates the Filipino public’s right to information on foreign loans.

The agreement, they said, was also approved after-the-fact by the Monetary Board, which was against the requirement of prior concurrence under the law.

Under the deal, the project would also be awarded to a Chinese construction firm, thereby doing away with the country’s procurement laws and the Filipino First Policy, the petitioners said.

It also hauls the country to a Chinese arbitration tribunal, officiated by Chinese arbitrators using Chinese laws, in violation of the constitution, they said.

A police chief who was recently removed from his post over the killing of 14 farmers in Negros Oriental was also involved in a controversial arrest effort that killed an alleged hitman 6 years ago, a congressman said Wednesday.

Erstwhile Negros Oriental police chief Col. Raul Tacaca was head of the Batangas provincial intelligence branch in 2013 when operatives tried to arrest suspected hitman Fernando Morales, who was killed for supposedly fighting authorities, said Bayan Muna Partylist-Rep. Carlos Zarate.

The suspect allegedly worked for suspected jueteng lord Victor Siman, said Zarate. Siman and 12 others were killed in an separate alleged rubout in Atimonan, Quezon that same year.

Morales’ family, however, said police did not present any warrant before dragging him outside their home, where he was repeatedly shot.

ICC likely to come after Duterte despite PH split – lawyer

The International Criminal Court is likely to continue investigating President Rodrigo Duterte for alleged crimes against humanity even after the Philippines’ withdrawal from the tribunal takes effect a week from now, a rights lawyer said Sunday.

The Hague-based ICC launched last year a preliminary examination into Duterte’s supposed role in the alleged death squad killings in Davao City, where he ruled as mayor for over 2 decades. He is facing a separate complaint before the court over his anti-narcotics drive that has killed thousands.

The cases prompted Duterte in May 2018 to withdraw the Philippines from the Rome Statute, which created the ICC. Manila’s split from ICC takes effect next Sunday.

“There is a large possibility that the President of the Philippines… and other officials behind the drug war killings may still be investigated by the ICC prosecutors even after March 17,” said lawyer Ruben Carranza, reparative justice director at the International Center for Transitional Justice.

“There are precedents where even after the withdrawal of a state from the ICC, a case that was investigated by the prosecutors continued,” he told ANC.

Most Filipinos worried becoming EJK victims: SWS

Majority of Filipinos worry that they will be a victim of extrajudicial killings (EJKs), a new Social Weather Stations (SWS) survey revealed Friday.

Of 1,440 Filipino adults polled, 78 percent said they are concerned that they or anyone they know will be a victim of EJK. This figure is 5 points higher than the 73 percent in June 2017.

Meanwhile, 22 percent said they are “not worried,” compared with 27 percent in June 2017.

The worry is highest in Visayas at 83 percent, followed by Metro Manila at 79 percent, Mindanao at 78 percent, and Balance Luzon at 75 percent.

Jail 9-year-olds? Psychologist details why it’s ‘morally, neurologically’ wrong

A psychologist on Wednesday offered several points against holding children aged 9 and above criminally liable, a proposal that is moving forward at the lower chamber of Congress.

The House justice committee on Wednesday approved a bill seeking to lower the age of criminal responsibility to 9 from the current 15. The proposal has the backing of President Rodrigo Duterte and was filed on his inauguration day in 2016.

The measure is “psychologically, neurologically and morally” wrong, said psychologist Randy Dellosa.

“Just because a 9-year old child knows the difference between right and wrong doesn’t mean that s/he is mature enough to resist the pressure/threats from criminally-minded adults and peer groups; realize the full consequences of his/her actions; seek help from agencies that can protect him/her from criminal operatives,” Dellosa said.

President Rodrigo Duterte’s legal adviser, Salvador Panelo, charged the 180,000-strong Alliance of Concerned Teachers (ACT) of “paranoia” following the exposé of a Philippine National Police (PNP) intelligence program aimed at an “inventory” of the militant union’s nationwide membership.

Panelo trotted out the trite line, that the innocent have no cause to fear.

He then promptly undermined that argument, claiming the teachers’ alliance “has been identified as legal front” of the Communist Party of the Philippines (CPP). Any surveillance, he added, must have “a good excuse.”

“Do not bully anyone. Huwag mong gagamitin ang iyong kapangyarihan para mambastos. Huwag mong gagamitin ang iyong kapangyarihan para piitin, coerce ang iba,” Tagle said during his Simbang Gabi homily at the Manila Cathedral.

The prelate did not mention any political leader during his message, which quoted Saint Paul’s advice on how to achieve happiness.

MANILA – President Rodrigo Duterte’s Consultative Committee warned the public about the “deficiencies” of a proposed federal charter drafted and approved by the House of Representatives.

Former Chief Justice Reynato Puno, chair of the committee, said the House’s draft charter, which he believes was “haphazardly” approved, offers a bogus federal form of government.

“We agreed not to endorse this House resolution and to inform the public about its defects and deficiencies. This version is a disaster to our democracy,” he told ANC Thursday.

“They did not create a federal government. They did not create districts. It’s a bogus federalism… Congress will have a monopoly of power in creating these states,” he added.

MANILA, Philippines – Human rights group Selda opposed Thursday the proposed abolition of the Presidential Commission on Good Government.

In an interview on ANC’s Headstart, Selda national coordinator Jigs Clamor said if the Aquino administration is bent on pursuing the ill-gotten wealth case against the Marcoses, now is not the time to give up.

“It sends a signal kasi when you recommend to wind down, it says ‘Tigilan na ang paghahabol sa Marcoses.’ It is very ironic to think that the Marcoses are now back in power especially in the second Aquino administration.”

He alleged the PCGG has not done its best since only 40% of the $10 billion ill-gotten wealth has been recovered.

PCGG Chairman Andres Bautista has confirmed that he had recommended to President Aquino that the agency’s work be transferred to the justice department.

MANILA, Philippines – A Filipino is one of the three nominees for this year’s International Children’s Peace Prize, which is awarded by a Nobel Peace Prize winner to a child who has made a significant contribution to advocating their rights.

Kesz Valdez, 13, was recognized for helping provide the basic needs of over 10,000 street children through an organization called “Caring Children,” which he set up when he was seven years old. He grew up being abused – he was forced to scavenge at the dumpsite at age two, and sustained burns on his arms and back when he was three.

Valdez, who hails from Cavite, was then taken under the care of CNN Hero Efren Peñaflorida. In an interview with ABS-CBN News, the young teen said he is happy that their efforts to promote children’s rights are being recognized.

He believes that one does not need to reach a certain age or achieve financial success to make a difference on the lives of others.
